﴾ And had We willed, We would have transformed them in their place, so they could neither go on nor return. ﴿
"And had We willed, We would have transformed them in their place": the "had" of non-occurrence restates the power that is suspended on the will, following the power of blotting (verse 66). Maskh (root m-s-kh) is the changing of a form into something more deficient and the corruption of its shape, or else its freezing until it loses the power to move. "In their place" refers to the very spots they occupy, from which they are not moved. Had He willed, then, He would have changed their make as they stood in their places, frozen where they were. Just as sight is suspended on the will (verse 66), the power of motion and movement is likewise a suspended blessing, taken away whenever He wills.
"So they could neither go on nor return" states the result of the hypothetical transformation. Muḍiyy (root m-ḍ-y) is advancing and passing forward, and rujūʿ (root r-j-ʿ) is returning backward; the negation of both directions depicts a complete paralysis, with no power to advance or to retreat, and they are frozen in their place without leaving it. This recalls what was said earlier of those who sought haste: "Then they can make no bequest, nor return to their people" (verse 50), and total incapacity is a way Allah has with everyone He wills to render incapable. Those who move about the earth by a power granted to them would, had its Owner willed, be frozen between two steps.
"And had We willed, We would have transformed them in their place": the "had" of non-occurrence restates the power suspended on the will, following the blotting (verse 66). Maskh (m-s-kh) is the changing of a form into something more deficient, or its freezing into stillness, and "in their place" means in their own spots, from which they are not moved. Just as sight is suspended, motion is a blessing taken away whenever He wills. Next come "so they could neither go on" (m-ḍ-y, advancing) and "nor return" (r-j-ʿ, going back): the negation of both directions is a complete paralysis, in which they are frozen and do not leave their place. They are like those who sought haste, of whom it was said, "they can make no bequest, nor return to their people" (verse 50): total incapacity is a way with whomever Allah wills to render incapable.
