Commentary
"His command": innamā is a particle of restriction, confining His way in bringing-into-being to what is about to be mentioned. Amr (root ʾ-m-r) here denotes the affair and the act, His way of bringing things into being. In "When He wills a thing", irāda (root r-w-d) is the directing of the will toward bringing the willed into being and intending it, from rāda, to seek and intend. So the bringing-into-being hangs on the directing of the will and on nothing more: whenever His will attaches to a thing, it is. "A thing" is indefinite, and it extends to every willed thing, small and great, whether a giving-of-life or an origination. In His act, then, He needs no instrument, no handling and no time, only a directing of will and a word.
"To say to it: Be, and it is" states the manner of the command. So between His will and the existence of the willed there is nothing but the word "Be." Yakūn (root k-w-n) is to enter into existence and become fixed after non-being. The fā in "and it is" conveys immediate sequence with no respite, leaving no interval between the command and the compliance. This depicts the perfection of power, which no preventer prevents and no delay delays. So the rising they deemed far (verse 78) adds nothing, in His regard, over "Be": when His command is this, there is no difference to Him between the creation of the heavens and the giving-of-life to a worn bone, both coming about by a word. The answer to the denier is completed by this: the power of origination (verse 79), then the argument by the greater (verse 81), then the statement that the act, all of it, is a single word.

Commentaire

Two Readings
Common reading
The verse is read as a statement of the perfection of Allah's power: when He wills a thing He says to it "Be" and it is at once, so no rising nor creation, however great, is hard for Him.
A root-reading
"He willed" (r-w-d) is the directing and intending of the will, "a thing" generalizes to every willed. And "Be, and it is" (k-w-n): the fā is sequence with no respite, no interval between the command and the existence. So the rising adds nothing over "Be," no difference between the heavens and a worn bone.
A reading that hears in "and it is" a sequence with no respite, levelling the great and the small in power.
Deux Lectures
Lecture courante
Reflection
After a long dispute with the denier, the power of the first origination, then the bringing of fire from the green, then the argument by the creation of the heavens, this affirmation comes and reduces the whole matter to a word: "Be, and it is." So everything the denier imagined difficult, the gathering of the bones, the returning of the spirits, the recreation, is equal, in the regard of absolute power, with the smallest of things and the greatest. So the magnitudes our minds arrange (this is easy and this is hard) are only the measures of our own incapacity; as for the One whose command is "Be," there is no disparity in His act between a particle and a heaven.
In the letter fā of "and it is" is a subtle reflection: the text mentions no respite, no handling, no intermediary, but an immediate sequence between the word and the existence. And this frees the heart from imagining that Allah acts as we act, by an instrument, a time, and effort. For His act is not a long travail, but a will that takes effect. And whoever settles this in his heart, the deeming-far of the rising departs from him at its root: because all deeming-far is built upon measuring Allah's power by the capacity of the creature.
Then in the verse is a rest for the believer surpassing the question of the rising: for all he hopes or fears is suspended on this word. The provision he reckons slow, the relief that delays, the well-being he seeks, all of them, between them and existence, is "Be." So the reflection is that the heart attach to the One who, when He wills a thing, it is, so that no request looms large in his eye however hard it is in the scales of means. For the word that raises the decayed bones is the very one that turns hardship to ease, and whoever trusts it is rested from the weight of the deemed-far things.
