Commentary
Kullamā, "every time", is a particle of unrestricted repetition: whenever the first happens, the second happens. With it the breaking stops being an incident and becomes a structure. A commitment is tied, then a faction casts it off, then a new commitment is tied, then a new casting off. The verse gives the reason: ﴿بَلْ أَكْثَرُهُمْ لَا يُؤْمِنُونَ﴾, "in truth, most of them do not settle into trust", meaning that safety never came to rest in the place where the contract is tied. The commitment held on the paper and never held in the ground underneath, so it does not bind.
Nabadha, from n-b-dh, has for its nucleus n-b, a pushing through that comes up out of the inside, and the dhāl carries a sharp passing-through. So casting off is a putting-out with a throw in it, not a denial spoken in words. A commitment in its own place stands in front of the face, watched over and carried out; once it is cast off it leaves the working ground even while it stays on the account. And the wording "a faction among them cast it off" holds the act inside one group that breaks, while "in truth, most of them do not settle into trust" uncovers the casting off as conduct issuing from a fault in safety, not from ignorance of the commitment.
So the word precedes the term and the role precedes the identity: "every time" makes the breaking a repeating structure and not a single incident, "cast it off" makes it a putting-out by act and not a denial by speech, and "most of them do not settle into trust" carries the whole of it back to its origin: a safety that never came to rest in the place a commitment is tied from.
The root ʿ-h-d, taken with "every time", uncovers that the matter is not one incident of breaking but a repeating structure: a commitment is tied, then cast off, then another one, and every time the casting off shows that the ground under the binding never settled. The root n-b-dh fixes the manner of the putting-out: a sharp throw from the inside, not a refusal announced in speech, so the commitment stays on the account while it leaves the working ground. The wording "a faction among them cast it off" holds the act inside one group that breaks, but the close, "in truth, most of them do not settle into trust", is the deeper diagnosis: the casting off is an effect and not an origin, and the origin is that safety never came to rest in the place a commitment is tied from.
Commentaire
Two Readings
Common reading
Usually read as a specific historical reference to a community breaking its treaties with a prophet sent to them.
A root-reading
A structural description of any group that signs commitments without inner settlement. The rejection happens because the ground beneath the contract was not steady. A reading that moves the lesson from the history of one community to the psychology of every commitment that is not preceded by inner rest.
Deux Lectures
Lecture courante
🔬 Reflection
"Is it not so that every time they made a covenant, a faction of them threw it aside?": the pattern of cyclical breaking
The phrasing of the question "is it not so that every time" is structurally deliberate. "Every time" (kullamā) in Arabic denotes an open recurrence with no end. The verse does not speak of the breaking of one covenant, but of a full cycle: covenant, breaking, covenant, breaking. Every time they made a covenant, a faction threw it aside. The breaking is not an incident but a law that governs collective behavior.
This pattern recurs in the Qur'an in varied forms. In al-Aʿrāf: "and when your Lord took from the children of Adam, from their backs, their progeny" (7:172), the first covenant taken from all of Adam's progeny. In al-Baqara earlier at 2:40: "and fulfill My covenant; I will fulfill your covenant", explicit in the reciprocity of commitment. In al-Anfāl: "those with whom you made a covenant, then they break their covenant every time" (8:56), the same pattern in parallel phrasing.
The rule: the covenant in the Qur'an is not a legal instrument but a psychological structure that governs behavior. He who does not fulfill a covenant with another does not fulfill his covenant with himself. Repeated breaking discloses a structural flaw, not a passing stance. That is why the verse closes with "rather, most of them do not believe", the cause of the breaking is the absence of belief from the start. Belief is the first commitment, and the detailed covenant rests on it. He who does not believe in the root will break in the detail with ease.
"A faction of them": the Qur'anic law of attributing fault precisely
The verse uses "a faction of them" (farīqun minhum), not "they." The usage is precise. The Qur'an does not accuse an entire group of breaking a covenant; it attributes the breaking to "a faction" of it. This is a recurring law in the Qur'an whenever it speaks of Banū Isrāʾīl or any other people.
In al-Baqara before: "whenever a messenger came to you with what your selves did not desire ... a faction you denied and a faction you killed" (2:87), "a faction" twice. In Āl ʿImrān: "and truly among them is a faction who twist their tongues with the Book" (3:78). In al-Māʾida: "among them is a moderate community" (5:66), an explicit positive distinction between one faction and another. The Qur'an is careful against negative generalization.
The rule: attribution of fault in the Qur'an is structurally precise. Fault is not generalized to a group as if it were a single block. This is an important psychological teaching for the reader: do not judge a whole group by the act of some. And do not exonerate a group by the act of some. The faction among them is the subject, not the whole group. That is why the Qur'an specifically uses "faction" and does not generalize. The meditative reader should carry this method into his engagement with every group of Muslims or others: do not judge the all by the act of some.
"Rather, most of them do not believe": belief as a root, not a detailed accident
The closing sentence reveals the law that explains all the breaking: "rather, most of them do not believe." Belief here is not a stand-alone creed but a psychological structure prior to every covenant. He who does not believe in the one he covenanted with does not fulfill the covenant with him except tactically. And a tactical covenant is thrown aside when the breaker needs to throw it aside.
This meets the Qur'an in many places. In al-Naḥl: "and do not break oaths after their confirmation, when you have made God a surety over you" (16:91). The covenant in Islam is guaranteed by a witness, who is God. He who believes in God as witness does not break, because breaking is an announcement of disbelief in the witness. And in al-Isrāʾ: "and fulfill the covenant; truly the covenant will be asked about" (17:34). Every covenant is asked about.
The rule: belief in the Qur'an is the condition of fulfilling a covenant. The Qur'an does not expect from a non-believer to keep a fixed covenant. But it asks the Muslim himself to consider: do I fulfill my covenant with God? Do I fulfill my covenant with people? The breaking that "a faction of them" does in the verse is a mirror. The Surah, in everything about Banū Isrāʾīl, is a mirror. That is why it closes with the Muslims' supplication in 2:286: "our Lord, do not hold us accountable if we forget or err", before anything else, that we not be like them. The faith that diminishes in "most of them" is the faith the Muslim asks to be increased in himself every day.
