Commentary
The verse is joined by wa ("and") to what precedes it, and so completes the count of what was appointed for the human being. The tongue, lisān, from l-s-n, is an organ attached within the mouth that stretches out and folds back, and over it the voice runs until it becomes understood speech. In the verse the tongue is the instrument of utterance by which one meaning is parted from another and what is in the breast is carried across; flesh alone does not describe it.
What is spoken is itself named lisān, as when one speaks of the lisān of a people, meaning their language and their clear speech. The root thus joins the organ that moves and the speech that runs over it, as if the limb and the course it gives were one thing. The mention of the tongue here is accordingly a mention of the gift of bayān, clear utterance: a power for what is within to come out, drawn out and heard.
The phrase "and two lips" is then joined to the tongue in the dual, and the apparatus of speech is complete. The lip, shafa, from sh-f-h, is an edge spread along the rim of the mouth, which opens so that breath and voice come out and closes so that they are held back and cut. The meeting of the two lips completes those letters that stand only when the two edges close together.
The dual is significant here: two lips, not one, two edges working together in opening and closing, just as two eyes were counted before them. The making provides the pair so that the act may be completed by it, the tongue stretching out with the voice and the two lips shaping it at the point of exit, opening and holding back, so that speech stands as clear utterance.
The verse completes the count of what was appointed for the human being by naming the apparatus of speech: "a tongue," from l-s-n, an organ that stretches and folds, with the voice running over it into speech, so that what is spoken is itself named lisān; and "two lips," from sh-f-h, two edges that open so the breath comes out and close so it is cut, given in the dual so that the two edges complete the act. So the verse counts the gift of clear utterance: an instrument stretching with what is within, and two edges shaping it at the point of exit, so that the meaning comes out heard and distinct.
Commentaire

Two Readings
Common reading
"And a tongue and two lips" is joined to what precedes it in a context of recalling gifts: "did We not make for him two eyes?" The conjunction resumes the count of the faculties of perception and utterance the human was granted. The gift is taken as clear speech (bayān), by which the human stands out and argues a case, and also as taste and the covering of the mouth that the two lips perform.
A reading that ties the verse to the context of gratitude and the count of manifest gifts.
A root-reading
Lisān (root l-s-n): an organ held in the mouth that extends and folds, over which the voice runs until it stands as speech, so that what is spoken is itself called lisān. Shafatayn (root sh-f-h): two edges spread along the rim of the mouth that open so breath comes out and close so it is held and cut. The dual completes the act by the two edges. The verse becomes: "And We made for him an instrument that extends with the voice and two edges that shape it, opening and holding, so that clear utterance stands."
A reading that hears, in both roots, the shape of the extending channel and the edge that opens and closes.
The two readings do not conflict. The first reads the verse as gratitude for the gift of clear speech; the second hears, in both roots, the very apparatus of utterance as channel and edge. This book chooses the additional listening.
Deux Lectures
Lecture courante
Reflection
The verse comes in the context of a declarative question: "did We not make for him two eyes?", then "and a tongue and two lips." The structure moves from the instrument of seeing to the instrument of speaking, from the human receiving what is around him through the eye to issuing what is within him through the tongue and the two lips. The count itself traces a movement: reception, then issuance; two eyes that take in, and a mouth that gives out.
The dual is marked in the arrangement: two eyes, then two lips, a pair after a pair, with the single tongue enclosed between two edges. Speech does not stand by the tongue alone, but by the two edges that open and close at the place of exit. So the verse points to the gift of clear utterance as something composite, a channel and an edge, completed only by their meeting.
And since lisān is also the name given to speech itself, "the lisān of a people," its mention among what was made for the human renders clear utterance a granted gift, not a sheer acquisition: an instrument given in advance, awaiting the speech that will run over it.
Perhaps in singling out the tongue and the two lips for mention, after the two eyes, there is a hint toward what sets this creature apart from all that merely looks and cries out: that the channel of voice in him may have become a channel of articulated meaning, cut by the two edges into segments by which one saying is distinguished from another. It may be that this doubled construction, a channel that extends and two edges that shape, is the bodily condition by which the door of articulated utterance opened for this being and not for others.
