﴾ That you may warn a people whose fathers were not warned, so they are heedless. ﴿
The lām in li-tundhira is a lām of purpose, tying what precedes, the sending-down from the Mighty, the Merciful, to its aim: the Book was sent down that you may warn by it. "Warning" (indhār, root n-dh-r) denotes making known a consequence in a way that draws attention before it falls; it carries reprieve and mercy, for the warned one is given a chance to set things right. So the aim of the sending-down from the Mighty, the Merciful is a reprieving warning, not subjugation, and this belongs to the very mercy named in the verse before.
"Whose fathers were not warned" describes a people from whom warning had been cut off for a time until they forgot: heedlessness is the result of the interruption of reminder, not a fixed origin in them. "Heedlessness" (ghafla, root gh-f-l) is being absent from a thing while still able to notice it, a cover drawn over attention, not an inability to attend. The fā in "so they are heedless" is a fā of consequence: the cutting-off of warning ran long and bred heedlessness. So the sending-down came to break that interruption and restore the alert; this is the office of the messenger sent upon the path that stands.
The verse discloses the aim of the sending-down: "that you may warn." The lām is a lām of purpose tying the sending-down that preceded it to its goal. "Warning" (n-dh-r) is making known a consequence in a way that draws attention before it falls, and it carries reprieve and mercy. Those warned are "a people whose fathers were not warned": warning was cut off from them for a time and they forgot, so their heedlessness (gh-f-l) is a cover drawn over attention as a result of the interruption of reminder, not an incapacity original to them. The fā in "so they are heedless" is a fā of consequence. So the sending-down came to break that interruption and restore the alert, which is the very office of the messenger upon the path that stands.
