Commentary
The verse is joined by the wāw to what precedes it, the things seen that the one addressed is called to ponder. It governs its noun with ilā ("to, toward"), which makes the looking directed and ending at a known goal: the mountains. Ilā, at root, denotes the ending of a motion at a limit, so the eye is lifted and stretched out until it falls on these standing masses. The root j-b-l turns on a mass kneaded and stamped onto its form: the jabal is the part of the earth that grew great, rose, and settled into a firmness that is not moved; jibilla is the make a thing was stamped with and keeps to; the majbūl is what was kneaded onto a shape and held fast to it.
So, in this looking, the mountains are masses kneaded onto standing and rootedness, rather than a mere view to be gazed at. The one who sees is called to lift his gaze to them as he lifted it before to what is above him. The joining ties them into the chain of things he is commanded to look at, so they are a link in a looking that moves by degrees from the animal to what is overhead, then to what lies around the foot.
The next word is kayfa ("how"), a question about state and shape, not about whether a thing exists at all. Rather than whether the mountains were brought into being or not, the verse asks about the manner of their standing: in what shape they were raised, and how the fixedness that the eye sees came to be theirs. This directs the gaze toward the very how of the making, toward the precision by which the mass stood and neither leaned nor fell.
Asking with kayfa carries a hidden call to acknowledge a maker who made: whoever asks "how they were set up" has already granted that they were set up, and that behind their setting lies an intended shape to be pondered. The questioning here halts the eye at the place of the craft, and it is not a request for news of something unknown.
The verb nuṣibat is from the root n-ṣ-b, which turns on a raising made fast and an elevation that stays settled. Naṣb is the setting of a thing up, upright and firm; the naṣīb is the share appointed and fixed for its owner; the manṣib is the place one is set up in; naṣab is the weariness that stands in the body and does not leave it. The base of the root, then, is the raising of a thing and its fixing upright by the act of one who sets it up.
The verb comes as nuṣibat, built for an agent left unnamed, so the mountains are acted upon rather than acting of themselves: they were raised and did not rise on their own, and behind their setting stands a setter who set them up. This build turns the gaze from the mass to the one who stood it there, so the fixedness that is seen is the trace of an act absent from the eye and present in every standing mountain.
The verse turns the gaze toward the mountains with ilā, and the root j-b-l makes them masses kneaded and stamped onto standing and rootedness, to which the eye is lifted as it was lifted before to what is above them. Then kayfa ("how") asks about the shape of the standing, not about whether it exists at all, so it halts the gaze at the place of the craft and grants that they were set up. Nuṣibat, from n-ṣ-b, a raising made fast by the act of a setter, comes built for an agent left unnamed: the mountains were raised; they did not rise of themselves. So the verse carries the gaze from the rooted mass to the act that set it up, and makes its seen fixedness a witness to a setter absent from the eye and present in all that has been set up.
Commentaire

Two Readings
Common reading
"And at the mountains, how they were set up" comes within verses calling for a look at creatures familiar to the first addressee: the camel, how it was made; the sky, how it was raised; the earth, how it was spread. The mountains are named because they were the greatest standing sign of power the eye fell upon in that setting, so the command to ponder their setting is read as an argument from the made to the maker, and a pointer to the raising-up by the One able to set such masses upright.
A reading that ties the verse to a chain of familiar sights and makes it an argument for power and the raising-up.
A root-reading
Al-jibāl (root j-b-l): masses kneaded and stamped onto a standing and rootedness that does not shift. Kayfa ("how") asks about the shape of the standing, not the fact of existence, halting the eye at the site of the craft. Nuṣibat (root n-ṣ-b): a fixed raising by a setter's act, built for an unnamed agent, so the mass was set up and did not rise of itself. The verse becomes: "lift your gaze to a rooted mass, ponder the shape of its setting, and you will find behind its fixedness a setter who raised it."
A reading that hears, in the roots, the turning of the eye from the rooted mass to the act that raised it.
The two readings do not conflict. The first sets the verse among familiar sights and makes it an argument for power and the raising-up; the second hears, in the roots, the shape of a kneaded mass set up by a setter's act. This book chooses the additional listening.
Deux Lectures
Lecture courante
Reflection
First: a link in a chain of looking
The verse falls within an order that commands the eye to be lifted, place after place: a creature whose making is looked at, then what is overhead, how it was raised, then the mountains, how they were set up, then what is underfoot, how it was spread. The mountains are a link between what is high and what is laid flat, where the eye moves from the raising drawn out above to the standing mass jutting from the earth. The repeated kayfa ("how") makes the question one in its form: not about the fact of existence, but about the shape of the making in each thing seen.
Second: from the firmness of the mass to the act of the setter
The build of nuṣibat for an unnamed agent makes the mass an object acted upon, so the looking turns away from the hardness of the mountain to the one who raised it. This is the place of reflection in the verse: that the greatest thing seen in its rootedness does not stand of itself but is stood up by an act unseen. The eye falls on the mountain, the heart is driven to what is behind it, and the seen fixedness becomes a proof, not an end.
Third: a setting-up that has its undoing
The power that set the mountains up is able to return them, for the one who raised can bring low. As the verse halts the eye at the rooted mass, it recalls by implication that its rootedness rests on the holding of the one who held it: it is fixed as long as the setter keeps it fixed. This ties the present sight to the end the Surah turns upon: a day on which the shapes of things are changed.
Fourth: a conjecture on the manner of the setting
There may be, in the passive form nuṣibat ("they were set up"), something that fits what one might perhaps seek in the rise of mountains: that they did not grow of themselves but were pushed up and raised by forces working in the crust beneath, so that masses fold and press against one another until what rises rises. And it may fit the saying of those who note that mountains have an extension within that fixes them, as a driven stake is held by what of it is hidden, so that the seen part is less than the covered part that holds it. All of this is conjecture, at which we stop at the limit of what the wording bears; we do not load onto the verse a detail it did not utter.
