Commentary
Fa-lā is a joining that negates after a counting-out. The fāʾ here attaches the verse to what precedes it, the enumeration of gifts and of capacity: two eyes, a tongue and two lips, and a guiding to two high paths. Once the human being has been given the instruments of sight, of speech and of choice, fa-lā comes to establish that, with all this, he did not act; negation with lā over a past act indicates that the deed never took place at all, rather than that it took place and then came to nothing.
So the phrase is a reproach rather than a bare report: the enabling is set out first, and only then is it said that the one enabled held back from what that enabling had put within his reach. What follows makes clear that this negation is not left suspended: a question comes after it that opens "the steep ascent" and explains what it is, the loosing of a neck, or a feeding on a day of biting hunger. So the negation serves as an entry into what ought to have been taken by storm.
Iqtaḥama is a forcing-through that flings the self into hardship. Its root, q-ḥ-m, turns on entering upon something hard with force and in a single thrust. Iqtiḥām is going in upon a terror without pausing to weigh it and without dread; to qaḥama into a matter is to throw oneself into it despite its difficulty; and the quḥma is the severity, the ruinous thing of the kind that is guarded against. The form here is iftaʿala, which adds to the meaning the sense of effort and grappling: it is a deed taken with strength and resolve, beyond the reach of the one who sits and takes his time.
To storm a thing is to approach it from its hard face and break right through it, instead of walking around it. Denying him the storming denies him precisely this advance: he did not throw himself into the difficult place that can be crossed only through expenditure and toil. The human being, of whom the Surah said at its opening that he is "in toil, in straitened hardship," is made for grappling; so to hold back from the storming is to hold back from what he was made for.
Al-ʿaqaba, "the steep ascent," is a toilsome rise crossed only by climbing. Its root, ʿ-q-b, turns on what comes in the track of a thing and takes its place behind it. The ʿaqib is the heel, the back of the foot, which follows the step; the ʿāqiba is what a matter comes to once its course has run; taʿqīb is making one thing follow upon another. The ʿaqaba belongs to this family: the hard climb up a height that comes after the level ground and interrupts the journey, crossed only by a toilsome ascent, one step in the track of another.
So the steep ascent is a place of testing on the road: for whoever reaches it the easy going ends there, and nothing remains but to climb or to turn back. Pairing "flung himself at" with "the steep ascent" completes the image; the ascent is taken by storm, the self thrown into its hardship, and climbing it by degrees does not suffice. The one who did not storm it has not come to know the ʿāqiba, the outcome that follows the climb.
The fāʾ attaches the verse to the enumeration of gifts and of capacity, and lā negates: the human being was enabled, and then he did not act. Iqtaḥama, from q-ḥ-m, denotes a forcing-through that throws the self into hardship with a thrust and with resolve, the matter taken from its hard face and broken through. Al-ʿaqaba, from ʿ-q-b, is the toilsome climb that comes after the level ground and interrupts the journey, crossed only by an ascent, one step in the track of another. So the verse establishes that the one enabled held back from the difficult place he was made to grapple with, a steep ascent taken by storm, not by walking around it. The negation leads into what follows, where the question about the steep ascent is opened and it is shown to be the loosing of a neck, or a feeding on a day of biting hunger.
Commentaire

Two Readings
Common reading
"Yet he did not storm the pass" is read as a rebuke of the human being upon whom the gifts were counted out, who did not give thanks or spend. Al-ʿaqaba ("the pass") is read figuratively as what the following verses explain it to be: the freeing of a bound neck and feeding on a day of famine: the doing of good that is hard on the self. With the lā in "yet not," a repetition is often supplied ("he did not storm it, and did not do it"), or it is taken as urging and incitement.
A reading that ties the pass to the acts of good named after it, and reads it as both rebuke and urging.
A root-reading
Iqtaḥama (root q-ḥ-m): a forcing-through that flings the self into hardship with a thrust and resolve, taking the matter from its hard face and breaking through. Al-ʿaqaba (root ʿ-q-b): the steep climb that comes after the level ground and cuts the journey short, crossed only by a hard ascent, step after step. Fa-lā is a negation joined to the counting of capacity. The verse becomes: "He did not fling himself into the difficult place that is not crossed except by giving and toil: the place where the road is tested."
A reading that hears in iqtaḥama a flinging of the self into hardship, and in al-ʿaqaba a climb that cuts off the level ground and tests the traveller.
The two readings do not conflict. The first ties the pass to what the following verses make of it; the second hears, in both roots, the shape of a self flung forward and a hard climb. This book chooses the additional listening.
Deux Lectures
Lecture courante
Tadabbur
The verse comes after the counting out of capacity: two eyes, a tongue, two lips, and a guiding to two highways. Then the negation descends: with all this enabling, he did not storm the pass. The structure is a facing-off between what was given and what was not taken: the full instrument of choice was given, and he sat out the one place where that instrument is tested.
The pass on the road is the spot where the level ground ends: before it one walks without cost, at it nothing remains but to climb or to turn back. The verse makes the human being's whole reckoning turn on this very fork, not on the easy walking where the one who rises and the one who sits are alike. The storming, a flinging of the self into hardship, is what marks off the one who climbed from the one who circled the pass and did not take it.
That the negation came in the past tense ("he did not storm") makes it a verdict on what is past yet open onto what comes: the climb has not been taken yet, and the road still stands. The phrase records the sitting and keeps the pass in view, then a question follows that opens it and shows it to be giving in the places where the self is tight-fisted.
The "pass" in this negation may be an image of a threshold recurring across the whole human condition: the spot where easy walking levels out and nothing remains but giving against the self's pull toward holding back. There may be, in the human make-up, something that draws it toward the easy and weighs it down from the climb, so that the pass is crossed only by a thrust overcoming that pull. The verse, on this conjecture, may describe a fork fixed in the nature rather than in a single moment: where ease stops and what is taken only by storm begins.
Tadabbur
