﴾ You are indeed one of those sent. ﴿
The answer to the oath comes doubly emphasized: inna at the head of the sentence, then the emphatic lām in la-mina. Two emphases stacked after the preceding oath raise the statement to the highest degree of confirmation there is. The one addressed is the bearer of the Qur'an, and the firmly decided text that was sworn by (verse 2) testifies that its bearer is sent; witness and witnessed-for are inseparable, with neither one left standing on its own.
The wording is "one of those sent," rather than merely "you are a messenger": one of a company that went before, belonging to their rank. Mursal (root r-s-l) denotes one who has been loaded with a continuous current and released toward a destination, a carrier in whom the message's arrival is realized, not the one who originates it. So to affirm that he is "of those sent" strips away novelty and oddity and makes him a link in a long extended line of sending, whose kind is already known, even if the text he carried is inimitable in its composition.
This verse is the answer to the oath in the verse before it, an oath by the Qur'an, firmly decided, that its bearer is "one of those sent." The answer carries two emphatics, inna and then the emphatic lām, so it reaches the highest confirmation. The wording "of those sent" rather than "a messenger" places him as one inside a line of sent ones that ran before him and strips oddity and innovation away from him: mursal, from r-s-l, is a carrier in whom the arrival of the message is realized, and his kind is known already in the history of sending. So the firmly decided text stands as the witness, and his being a link in an extended line confirms that what he brought is the running on of a way of conveying that was there before him, not a sudden stranger.
﴾ Tu es certes l'un des envoyés. ﴿
