﴾ Yet they were never sent out over them as keepers (ḥāfiẓīn). ﴿
The verse steps out of the scene and speaks. Four verses recount what they used to do, and then this one comes and says what they never were. The wāw attaches a circumstance to all that went before: all of that was going on, and they held no commission for any of it.
And "they were sent" is in the passive. No sender is named, because the sending is denied at its root: no dispatch took place, so none can be asked after. And the one who denies the commission is the one who holds the power to commission.
And the root r-s-l is a gliding run that fastens onto its destination, whence arsala, to release a thing to run. What is sent is released from a source toward an end; it does not stop along the road and does not hold back what it carries. These stopped along the road and passed sentence. And whoever is not released from a source reaches no end but himself.
A preposition and a description: "over them", then "keepers". And the two of them stand exactly so in the surah just before this one: ﴿وَإِنَّ عَلَيْكُمْ لَحَافِظِينَ﴾, "and over you there are indeed keepers". There it is an affirmation with inna and the emphatic lām, laid upon an addressed "you"; here it is a denial with mā, taken away from these. The build is one and the direction is reversed.
So the office stands, and it is not lifted; what is denied is that they were the ones who held it. The verse takes the keeping away from no one. It moves its position: there are keepers, and these are not among them. And the preposition "over" already stood in the opening of the surah, joined to measuring, in ﴿الَّذِينَ إِذَا اكْتَالُوا عَلَى النَّاسِ يَسْتَوْفُونَ﴾, "those who, when they take by measure from people, take in full"; here it returns joined to a keeping that is denied.
And "keepers", from ḥ-f-ẓ, is a penetrating enclosure sealed over so that nothing slips out of it. Which is the exact opposite of what they did: they took a passing image in a crossing that held no stopping, and then let a permanent verdict slip out of it. The keeper loses nothing out of his enclosure; these held nothing and passed sentence on everything.
So the verse cuts the scene to say what they never were, and the wāw makes that a circumstance running alongside all that preceded. "They were sent" is passive, so no sender is asked after where there was no sending, and the one denying is the one who owns the commissioning. And r-s-l is a gliding run that fastens onto its destination, so what is sent is released from a source and does not halt on the road, while these halted and passed sentence. Then "over them as keepers" returns both the preposition of standing-above and the description, exactly as the two stood affirmed in the surah before, so that the affirmation turns into a denial on an unchanged build: the office remains, the position belongs to others. And ḥ-f-ẓ is a penetrating enclosure sealed over so that nothing slips out, which is the reverse of what they made: an image caught in a passing, and a verdict let loose with no enclosure at all.
The verse does not abolish the watching. It reassigns it. There are keepers over people; these were simply never among them.
