Commentary
The verse gathers two devices of affirmation at once: inna ("indeed") at its head, and the emphatic lām on its predicate, la-bi-l-mirṣād ("upon the watch-post"). The two together lift the statement from plain report into a settled verdict, leaving the listener no opening to suppose the matter merely possible or postponed.
This fixing comes after the mention of powers that grew overbearing in the land and overstepped, powers that seemed to have reached what cannot be reached. The verse cuts that supposition clean: no overstepping one ever reached a place outside the one where he is watched and encompassed.
The word is rabb, from the root r-b-b, which turns on standing over a thing to keep it, to make it grow, and to order its affair. The rabb is the one who stands over what is below him, governing its course, bringing it to its term, and raising it state after state. Bound to the addressee in rabbaka, "your Rabb," the word carries a nearness that does not part: this is a Rabb joined to the one He addresses, standing over his affair from close at hand, and no absent Rabb.
Setting "your Rabb" in the place of the watcher carries a fine sense: the One who tends is the very One who keeps the watch. Care and watching are two faces of a single standing-over the one who is kept, and His keeping is never severed from His knowing what comes to pass.
The mirṣād is from r-ṣ-d, on the mifʿāl pattern that names a place or an instrument: the post one watches from, where the watcher stands at the bend of the road so that no passer-by goes through without being counted and falling under the eye. Raṣd is a readying to watch one particular passage, where the traveller is narrowed into a single defile with no way out of it.
The bāʾ in bi-l-mirṣād is the bāʾ of attachment and settling: the Rabb stands upon this place to which every traveller comes at last. The image sets every one who has passed, doer of good or overstepping one alike, within a watched defile through which none slips out beyond the eye.
The verse fixes, with two affirmers, inna and the lām, a verdict cut and settled, and it comes after the mention of powers that overstepped and seemed to have reached what cannot be reached. Rabbaka, from r-b-b, is the One who stands over the one He keeps, guarding and ordering him from close at hand, and He is Himself the watcher, so that care and watching are one standing-over. Al-mirṣād, from r-ṣ-d, is the post of watching at the bend of the road where the passer-by is narrowed in and does not slip by. So the verse cuts the matter through: every traveller, doer of good or overstepping one, comes at last to a single defile over which his Rabb stands, encompassing it, and out of which none passes beyond the eye and beyond the reckoning.
Commentaire

Two Readings
Common reading
"Your Lord is indeed upon the watch-post" is read as a threat to those who overstep, the mirṣād being the lookout from which the Lord watches the deeds of His servants, especially right after the mention of 'Ād, Iram, Thamūd, and Pharaoh of the stakes. The statement is taken as a warning to their like: their seizing is coming without fail, and the end of the tyrannical is under the eye.
A reading that ties the verse to the foregoing mention of the nations and takes it as a warning whose fall is deferred.
A root-reading
Rabbaka (root r-b-b): the One who stands over what He sustains, keeping, growing, and ordering it from close at hand. Al-mirṣād (root r-ṣ-d): the post of watching at the bend of the road where the passer is narrowed and cannot slip by, and the bāʾ is the bāʾ of presence and settling. The joining of inna and the lām is a settled emphasis. The verse becomes: "The One who stands over your affair in care stands likewise upon the defile to which every traveller comes, so that none slips through beyond the eye." Care and watching are one standing-over.
A reading that hears, in the two roots, a Rabb standing near and a post of watching no passer escapes.
The two readings do not conflict. The first ties the verse to the nations named and takes it as a warning; the second hears, in the two roots, a Rabb who stands over and a place that is watched. This book chooses the additional listening.
Deux Lectures
Lecture courante
The watch-post is a defile with no escape
The verse seals a passage in which powers that overstepped and tyrannized were named, powers that seemed to have reached what could not be reached. The image set against that supposition is the narrowed defile: no slipping from the eye, however wide the range. Tyranny imagines for itself a ground without bounds and without any watched exit, and the verse returns it to a single bend at which it ends.
Setting "your Rabb" in the place of the watcher fixes two faces in one standing-over: the One who tends is the One who watches. The narrowed defile is not a trap cut off from care; it is the terminus of an ordering that stands over what is sustained from its first state to its last. The watching here is a necessary part of the standing-over, not something added to it.
Perhaps the image of the mirṣād is as close as may be to what a person grasps of how all that passed in time is not erased by its passing, but remains watched in a place that no erasure reaches. Just as the passer is narrowed into a single defile under the eye, all that issued from the tyrannical may be kept in a record from which no trace is lost, however long the span and however much its maker supposed that forgetting would fold it away. The range that seems to the overstepping one to be open without end may, in truth, be a narrowed defile that ends at the watched bend.
