Commentary
The verse begins with ammā, a particle of detailing that sets this case against the one before it: the prior verse held one state, and this is a second state balancing it. Idhā mā ("whenever") hangs the speech on the occurrence of the trial, whenever it falls. So the phrase lays down a rule of response that recurs each time its condition is present, and reports no single incident.
The root b-l-w turns on a testing by which the inner reality of a thing is laid bare. A garment is said to be baliya when long use has worn it until its true stuff shows, and balawtu someone means to have tried him until what is in him appears. The trial here is an examination that draws out and uncovers what is in the soul, equally through what pleases and what presses, and not a punishment.
Then "He straitens upon him his provision." The root q-d-r turns on fixing a thing to its measure: qadara a thing is to set it to a measure, and qadar is that by which an affair is regulated, neither more nor less. The particle ʿalā ("upon") adds to this measuring the sense of narrowing: qadara ʿalayhi is to straiten upon him and make his share bounded and held in. The provision was drawn in to a measure its owner feels as a tightness; it was not cut off.
"His provision" (rizq), from r-z-q, is what flows to the living to sustain it. Provision in itself is a giving that descends, whether it widens or is held in. Straitening it is one form of trial, as the widening was its other form: both are an apportioned giving, both an examination that uncovers what is in the heart.
The answer of the tried soul comes as speech: "my Rabb has abased me." The root h-w-n turns on lightness and a falling of worth; whoever is abased (uhīna) has been made low in himself and has fallen in standing. This being reads the holding-in of provision as a debasement, making the tightness of his share a proof of his lowliness with his Rabb. He ascribes the act to "my Rabb" (rabbī), to the One who nurtures and sustains his affair, and thereby misreads what is being done with him.
The error here lies in the reading, not in the event: the straitness is a trial as the abundance was a trial, yet the soul reads the first as abasement and the second as honor, making the measure of provision a scale for its standing with Allah, and a false scale. The giving and the withholding are both a measure one is tested by, not a verdict of honor or abasement.
With ammā the verse sets out a state that balances a state before it, and with idhā mā hangs it on the occurrence of the trial, whenever it falls. B-l-w is a testing that lays bare what is within, so narrowing and widening are both an examination. "Straitens upon him," from q-d-r with ʿalā, is a measuring that ends in tightness, a holding-in of the share, and "his provision," from r-z-q, is what flows to the living to sustain it. He then utters "has abased me," from h-w-n, which denotes a falling of worth, a lightness. So the verse lays bare a soul that reads the holding-in of provision as abasement and ascribes it to its Rabb, making the measure of the giving the scale of its standing, and it errs: straitness and abundance are a measure one is tested by, not a verdict of honor or abasement.
Commentaire

Two Readings
Common reading
"But when He tries him and straitens upon him his provision" is read in the context of the verse before it, about the human when he is tried with favor, so that he rejoices and says "my Lord has honored me." This is his second state, when his livelihood is narrowed: he supposes the narrowing is a proof of his lowliness with Allah, so he despairs and says "my Lord has abased me." The verse censures this corrupt apportioning that ties honor to the breadth of this world and abasement to its tightness.
A reading that joins the verse to the favor-response before it and censures the scale of this world.
A root-reading
Ibtalāhu (root b-l-w): a testing that lays bare the inner stuff, as use wears a garment until its true material shows. Qadara ʿalayhi (root q-d-r with ʿalā): a measuring that turns into narrowing and a holding-in of the share. Rizqahu (root r-z-q): what flows to the living to sustain it. Ahānan (root h-w-n): a falling of worth, a lightness of standing. The verse becomes: "When He tests him by drawing his share in to a narrow measure, he reads the holding-in as a fall in his worth, and so declares that his Rabb has lowered his standing." The error is in reading the test as a verdict.
A reading that hears, in the roots, a testing whose share is held in, and a soul that reads the holding-in as abasement.
The two readings do not conflict. The first joins the verse to what precedes it and censures the scale of this world; the second hears, in the roots, the shape of a test whose share is held in and a mistaken reading of it. This book chooses the additional listening.
Deux Lectures
Lecture courante

The verse places the holding-in of provision squarely in the category of trial: "when He tries him and straitens upon him his provision." The narrowing is not a verdict descending with abasement; it is a test that uncovers what is in the soul, as the widening before it was also a test that uncovered it.
And the flaw in the verse lies in the soul's speech, not in the Rabb's act: "he says, my Rabb has abased me." The soul reads the measure of provision as a scale for its standing, making abundance an honor and straitness an abasement, while both, for the verse, are one trial with two faces.
This corrupt linking of the size of the giving to the standing of the servant is the very thing the Surah corrects in its course: it moves from the scale of provision to the scale of deed, from the question "how much was I given" to the question "what did I offer" in honoring the orphan and urging the feeding of the destitute.
It may be that this verse describes an abiding tendency in this being: that it gauges its worth by what gathers in its hand, seeing itself by the measure of its share rather than the measure of its deed. And it may be, as it appears to us, that the straitening of provision lays this tendency bare more sharply than its widening: the withholding presses the soul until it shows whether it holds to its trust in its Rabb or ascribes abasement to Him. Perhaps the naming of the holding-in as a "trial" before the soul utters its complaint is a warning that the ordeal lies in the reading, and that the true scale is not in how much is given but in how it is received.
