﴾ You are not over them a marshalling overseer. ﴿
The verse begins with a negation aimed at the one addressed himself: lasta, "you are not." What it lifts from him is a trait that might be thought to belong by necessity to whoever reminds, rather than some passing act. The one told just before this "so remind" is given to understand that his task ends at the reminding and does not stretch past it. The negation here delimits rather than diminishes: it sets for the one addressed a bound at which he halts, and so relieves him of carrying what he was never charged with.
The placing of lasta at the head of the phrase makes the whole utterance rest upon the lifting of one particular trait. The wording is "you are not," a negation of being, in place of "you have no power" or "do not do it." So the matter is not a shortfall of strength; this trait is no affair of his at all, and it never entered into what he was sent for.
"Over them," ʿalayhim, is from ʿ-l-w, and it carries height and ascendancy: that one be above another with the aboveness of mastery and subdual. It is exactly this height that the verse negates. The one addressed is not set in mastery over them from above, coming down on them with his weight to force them onto what they refuse, and the bond between him and them is not the bond of a victor and a vanquished.
Read joined to what stands before it and after it, "over them" shows that the negation falls upon the shape of the bond itself: a conveying that is laid down, with the heart left free in its accepting, and no height of coercion. The reminding pierces through to the hearing and does not come down upon the will as a subduer comes down upon the subdued.
Muṣayṭir is from s-ṭ-r. A saṭr is an extended row ordered upon a single pattern, like a line of writing or a planted row of trees. The muṣayṭir comes from this origin: the one who drives another and holds him in order, setting him upon a line of his choosing, who takes charge of his affair to keep watch over his moving and his halting and does not let him step out of the drawn rank.
The bā in bi-muṣayṭir presses the negation home: "you are not a marshalling overseer" is stronger than "you do not marshal," as if the trait were negated with a negation stuck fast to it. So the one addressed is not the one who drives people as a marshal drives his ranks, nor does he set them upon a line by force. His bound is that he remind; the holding of hearts in rank upon the guidance is not entrusted to him.
The verse lifts from the one addressed one particular trait, in the form of a negation of being: "you are not." What is negated is an ascendancy of coercion, "over them," from ʿ-l-w, rather than a mere act that might be within reach or out of it. The trait lifted is the muṣayṭir, from s-ṭ-r: the one who drives another and holds him in order, setting him upon a line of his choosing, as a marshal drives his ranks. The bā sticks the negation fast to the trait and so presses it home. The verse bounds the station: the reminding is laid down and the heart is left free, so that no height of coercion and no marshalling of ranks sits upon belief by compulsion.
