Commentary
The Surah opens with a wāw that swears rather than conjoins. This is the wāw of the oath, a particle that joins the one who swears to what he swears by and makes the thing sworn by a present witness, through which the emphasis is conveyed. At root the wāw denotes joining and tying; here it ties what is about to be said to something witnessed in the cosmos and disputed by no one, the rising of the day.
The oath falls on "the dawn" (al-fajr) alone, with no description to restrict it; it is therefore unrestricted and takes in every dawn, that is, the dawn of every day, in which darkness splits open onto light. In what follows, the oath is joined to ten nights and to the even and the odd, so that the wāw opens a chain of witnessed things, all of which bear witness to what is to come.
The root f-j-r centres on a split that breaks through, so that what was held back bursts out and flows. Fajjara al-arḍa means to split the ground so that water springs from it, and "We made a river gush forth between them" describes a flowing that issued from a split. Al-fajr derives from this base: it is the black of night splitting open onto the white of morning, as though the light had been held beneath the darkness and then split it and sprang out.
So the dawn is the shape of an event, rather than a mere time to be counted: a dividing edge at which the night splits and never returns to what it was. This witnessed thing, recurring every day without fail, is fit to be sworn by; it is fixed as the order it keeps is fixed, and it declares that after every darkness comes a bursting-out of light.
The Surah opens with the wāw of the oath, a joining that ties what is to be said to something witnessed in the cosmos and disputed by none. The thing sworn by, "the dawn," is from f-j-r, in which what was held back splits, breaks through and flows; the dawn is accordingly the black of night split open onto the white of morning, as if the light had been held back and then sprang out. The word is unrestricted and takes in every dawn, a dividing edge that recurs without fail, and so it is fit to bear witness to what follows it: that after every darkness comes a bursting-out of light.
Commentaire

Two Readings
Common reading
"By the dawn" is read as an oath upon the known hour of daybreak, and several faces are offered: some take it as the dawn of every day, some as a particular dawn of great moment, some as the dawn prayer (ṣalāt al-fajr). The oath by it is an exalting of this time and of the worship that falls within it, preparing what follows: the oath by the ten nights and by the even and the odd.
A reading that fixes the sworn-by hour and ties it to the times of worship.
A root-reading
Al-fajr (root f-j-r): a splitting that breaks through, so the pent-up thing bursts out and flows; the dawn is the splitting of the black of night from the white of morning, as if the light had been held back and burst forth. The wāw is an oath that joins and binds, making the witnessed thing a witness. The dawn comes absolute, with no qualifier, a dividing edge that recurs each day without fail. The verse becomes: "I call to witness the splitting of darkness into light, that fixed edge that never fails, upon what is to be said."
A reading that hears in the dawn the shape of a bursting-out of the held-back, and in the wāw the joining of the oath to the witnessed thing.
The two readings do not conflict. The first fixes the hour and ties it to worship; the second hears, in the root, the shape of darkness split into light. This book chooses the additional listening.
Deux Lectures
Lecture courante
1. The dawn is an edge in time that divides two states
To swear by the dawn is to swear by a moment of passage, not by a stillness: not the night before it nor the day after it, but the edge at which one splits from the other. The root f-j-r carries this: the bursting-out of the held-back and its flowing. The thing sworn by is the shape of a turning, not the shape of rest.
2. A witnessed thing that recurs without fail, and so can witness
What was chosen for the oath is a witnessed thing every person sees every day: the splitting of darkness into light, in an order that never lapses. What is this fixed is fit to be set up as a witness, since affirmation is built on what cannot be disputed. The dawn is not an ornament in the oath but a proof: what recurs without fail points to an Orderer who does not fail.
3. After every darkness, a bursting-out of light
The Surah goes on to nations that overstepped and were seized, then to a settled soul called back to its Rabb (the Nurturing Sustainer). To open with the dawn sets, at the head of all that, the image of a splitting into light: that darkness is not the last word, and that under every night there is a held-back light about to burst. The edge that is sworn by bears witness to the greater edge the Surah is driving toward.
Perhaps in the choosing of the dawn in particular, of no other hour, there may be a hint that the structure of the time we live in rests on edges that split open: a night that bursts into morning, a silence that bursts into sound, a non-being that bursts into being. And the first welling-up of light in the cosmos out of a prior darkness may be of the same kind as this very splitting we watch each morning, so that the daily dawn would be a small sign echoing a greater, first bursting-out. We affirm none of this with certainty; we only listen to the root as it opens the possibility.
