﴾ Do they await anything except that Allah come to them in canopies of cloud with the angels, and the matter be settled (quḍiya al-amr)? To Allah all affairs return (turjaʿu al-umūr). ﴿
(n-ẓ-r): Waiting as an Act, Not a Suspension
The root n-ẓ-r in Arabic gathers seeing with the eye together with waiting by deferral. In "do they await," hal yanẓurūn, the dominant sense is the watch kept for one particular event. It becomes plain that the word uncovers something: suspending the decision is not a neutral stance but a positive act, whose owner chooses to lay down a condition he knows in advance cannot fall due until the deed is past making up. This is what may be called laziness given the shape of an impossible condition.
(ẓ-l-l) with (gh-m-m): The Heavy Roof as an Imagined Stage
The root ẓ-l-l names what screens the light from above, and gh-m-m names the thickening that veils sight. The meeting of the two roots in "canopies of cloud" builds the image of a roof laid in layers out of dense cloud. And it is to be noticed that the Qur'an here is not describing a cosmic event to be hoped for; it is reporting the scene the one who makes excuses pictures for himself. The word sets out the shape of the demand the hesitant has placed in his own mind, in order to show him that his demand is not a guarding of the self but a flight into a situation that abolishes choice.
(q-ḍ-y): The Matter Settled in the Passive Voice
The root q-ḍ-y names the completing of a thing and its severing, so that no remainder of it is left. The passive voice in "the matter is settled," quḍiya al-amr, carries a precise signification: the agent is not named because the agent is known of itself, and the aim is not to name him but to paint the finality. What is certain is that the word describes the moment the ledger of choice is shut, where neither decision nor regret is of any further use. Whoever waits for that moment in order to believe is in truth waiting for the quality of free faith to be taken from him.
(ʾ-m-r) with (r-j-ʿ): The Return, Not the Arrival
The root ʾ-m-r names the affair that holds acts and consequences bound together, and r-j-ʿ names the going back to the first beginning. The close of the verse, "to Allah all affairs return," resets the compass. It becomes plain that the question is not when Allah comes to us, but when we return to Him; and this return waits for no stage, it begins from the first clarifying sign that has arrived. The word shifts the axis away from the place the sky comes down from, over to the place the decision rises from.
The Logic of the Context After the Slip
This verse comes straight after the warning against the slip in verse 209, and the arrangement is not idle. And it is to be noticed that the one who slid habitually takes one of two roads: denying the clarifying sign, or deferring his answer until a condition he judges clearer. The verse here shuts the second door. The clarifying sign that has arrived is enough, and whoever waits for something more dramatic is in truth waiting for the whole logic of the clarifying sign to fall, and it will bring the one who asked down with it.
So the word precedes the term, and the role precedes the identity: the one who awaits in this verse is not a believer waiting for an added proof, but a hesitant man inventing an impossible condition so as to move his stance outside the moment of choice, until his waiting is itself his true role in the scene; and the verse shifts the axis from "when does He come" to "where do we return."
This verse answers the second argument of the one who slid: the demand for a proof of greater clarity. The root n-ẓ-r gathers seeing and waiting, "do they await anything except that Allah come to them in canopies of cloud," and it uncovers that this waiting is a positive act in which its owner chooses to lay down a condition he knows beforehand cannot fall due until making up is out of reach. The two roots ẓ-l-l and gh-m-m build the image of a roof laid in layers out of dense cloud, and that is the scene the hesitant has drawn inside his own mind, not a real description to be hoped for. Then q-ḍ-y comes in the passive voice: "the matter is settled" is the moment the ledger of choice is shut, and whoever waits for it in order to believe is in truth waiting for the quality of free faith to be taken from him. And the root r-j-ʿ seals the verse by shifting the axis: "to Allah all affairs return" makes plain that the real question is not "when does Allah come to us" but "when do we return to Him"; and this return waits for no stage, it begins from the first clarifying sign that has already arrived.
