﴾ He singles out for His mercy whom He wills. Allah is the Possessor of the tremendous bounty. ﴿
The verb comes after the preceding verse closed on vastness and knowledge, and so it forbids understanding that vastness as a distribution without distinction. Singling out, from kh-ṣ-ṣ, is a piercing that reaches a firm, held space, after which the letter repeats and doubles the confinement and the pressure in the passage. The eighth form carries the act's turning toward choosing a share and marking it off. The verb is in the present, which displays the singling out as an act in course rather than a past event whose door has closed. The object the act reaches is held back until the relative "whom" arrives to name it.
The preposition joins the act to mercy, and the pronoun attributes mercy to Allah. Mercy, from r-ḥ-m, is an unbroken flowing that enters a narrowed inward holding, then gathers upon the one shown mercy and clings to him. It is a care that reaches its place and encloses it; the attribution keeps its source in Allah, while the singling out stays bounded by the ample name of mercy.
"Whom" makes the object a being endowed with reason and leaves its identity open, then joins it to willing. Willing, from sh-y-ʾ, is a fine spreading that runs on and then closes on one and cuts it off, bringing possibility out into a choice. This choosing draws its setting from the vastness and the knowledge that preceded and from the ownership of tremendous bounty that follows, so that "whom" becomes a place of singling out whose source is a willing joined to those attributes.
The close is a sentence in which Allah's name is set first and then described as "the Possessor of the tremendous bounty." Bounty, from f-ḍ-l, is a field that opens and draws in an increase that carries weight, while the lām extends that increase to its place. "Possessor of" establishes ownership and a settled keeping company. "Tremendous," from ʿ-ẓ-m, is a fused, close-packed mass that a thick covering overspreads and veils, and the intensive pattern sets immensity up as a firmly rooted attribute. So the singling out issues from the holder of a bounty described as tremendous, not from any scarcity at the source.
The verse gathers the marking off of a place together with the vastness of the source. "He singles out" separates a share and makes its arrival firm, and the preposition makes mercy the thing by which the singling out happens. "Whom" then leaves the place open to Allah's willing, so the willing is the cause, joined to the vastness and knowledge before it and to the tremendous bounty after it. The nominal sentence at the close forbids understanding the choice as issuing from narrowness: Allah is the Possessor of the bounty, and the bounty is tremendous. Marking off a place does not undo the vastness in the ownership and in the source.
