﴾ To Allah belongs whatever is in the heavens and whatever is in the earth. He forgives whom He wills and punishes whom He wills. Allah is all-forgiving, merciful. ﴿
The wāw joins this ruling to the denial of the affair to the one addressed, and "to Allah" is fronted, so the owner appears before whatever enters under Him. "Whatever" opens the generality to all that is in the heavens. Heaven, from s-m-w, is a confining that runs in a connected extension, then gathers in a joining and binds in an outstretched height; the plural multiplies the upper space without the verse detailing its structure or its number. So what was denied to the one addressed of the affair falls under Allah's comprehensive ownership. Ownership is set down before the owned.
The wāw repeats "whatever is in" in full, making the earth a whole statement of inclusion set parallel to the heavens, not a passing appendage. Earth, from ʾ-r-ḍ, is a cutting that runs on unbroken and then gathers in a heavy joining, so it draws a held space that lands with weight. The definite article makes the earth, known in the address, a field for everything within it. Between the height and the earth the composition leaves nothing outside belonging, and for that reason it is fitting that the two courses to come are Allah's alone; the repetition completes the inclusion in the lower space.
The imperfect "forgives" comes after ownership has been established, so it carries the act as running from its owner. Forgiveness, from gh-f-r, is a sinking that opens a cleft and then runs on unbroken in a covering that shelters the one forgiven. The lām joins it to the general "whom," which the clause "He wills" then binds. Willing, from sh-y-ʾ, is a spreading that runs through the possibilities and then closes on one of them and cuts it off from the rest, so it brings the possible out into an aim that Allah chooses. The generality stands in "whom" and the determination is placed in "He wills," and it is this ordering that keeps the door wide while setting its key in the hand of the owner of the ownership named just before.
The wāw joins the punishing to the forgiving, and "whom He wills" returns in the very same form, so willing remains the constraint upon both courses. Punishment, from ʿ-dh-b, is an appearing that penetrates in a sharp connection and is then held back under pressure, and the doubled pattern is a sustained and repeated charge in the rhythm of the effect. "Whom" ties each of the two ways to those to whom Allah's willing attaches, without making either general over everyone. Comprehensive ownership leaves the distinction in the act intact and places that distinction with its owner, gathering the forgiving and the punishing alike.
The wāw closes the verse with a nominal sentence that returns the name of Allah and carries two predicates. "All-forgiving" is an intensive form carrying the breadth and the fixity of forgiveness, so the act is not shrunk to one passing occurrence. Mercy, from r-ḥ-m, is a flowing that runs on unbroken and enters an inward containing, then gathers in a joining and a close clinging, and "merciful" is a settled attribute carrying the continuance of that containing. Coming after the mention of punishing, the close leaves it standing and shows that the Name which owns and wills is all-forgiving and merciful, bringing out the breadth of the covering and of the mercy.
The verse returns the affair to Allah's ownership, comprehensive over what is in the heavens and what is in the earth, and within that ownership it opens the two courses of forgiveness and punishment, tying each of them to the willing. So the willing is the constraint upon both courses together, and both stand in one sentence, each beside the other and each ending there. The nominal sentence then returns the name of Allah with the two attributes all-forgiving and merciful, gathering the breadth of the covering and the containing of the mercy with the Owner who wills and acts.
