Commentary
The verse opens with a negated question, a-lam tara, "have you not seen?" In Arabic this calls attention to something already settled in knowledge, to be brought now before the eye; it is not a question awaiting an unknown answer. The root r-ʾ-y denotes a grasping that reaches the thing seen and enters it, whether the seeing of the eye or the seeing of the heart. "Have you not seen" tells the one addressed that what is coming is as plain as a witnessed thing: he is reminded of it and made to stand over it, rather than informed of it afresh.
So the phrase moves the listener from the place of one who receives to the place of one who witnesses; its sense is "look at how it was" rather than "hear an account." This direction of the gaze prepares what follows, for the names of those upon whom the act ran come next, so that their course becomes a scene set before the inner sight, not a tale told from afar.
Kayfa, "how," asks about manner and state, not about whether the thing occurred. The question is how your Rabb acted, in what shape and by what course the act ran; that He acted is not in question. The root f-ʿ-l refers to the producing of an effect in something else, an effect that appears in the thing acted upon and is ascribed to the doer. In this context the act falls upon another and works in it, and its manner shows on the object in a way that can be seen.
Ascribing the act to "your Rabb" (rabbuka) places it in the register of nurture and ordering. The root r-b-b gathers ownership, setting-right, and standing over a thing until it reaches its completion. The Rabb is an owner who orders what He owns: He raises it, governs it, and takes it when He wills. So what ran upon those named next is the act of an Orderer who owns and measures, and no passing accident. The annexation to the kāf, "your Rabb," brings the matter close to the one addressed: the One who dealt with those is your own Rabb, not a Rabb foreign to you.
ʿĀd is the name of a people whom the Book names here, set as the first thing brought before the gaze of the one addressed. The bāʾ in bi-ʿĀd carries the act over to them: it fell upon them, ran upon them and reached its end in them. The verse does not here detail what ran; it suffices to set them up as a scene, a people who were and then were dealt with, so that their outcome stands as a present answer to "how your Rabb dealt."
The name ʿĀd points to a people from far back in time. With them the verse opens a chain: after them, in the verses that follow, come others upon whom the like ran. So ʿĀd is here the head of a display, the first witness in a row of witnesses.
The verse opens with a negated question, "have you not seen" (r-ʾ-y), a grasping that reaches through to the thing seen, so that the one addressed is moved from hearer to witness. There follows "how your Rabb dealt," a question about the manner of the act, not about its occurrence. The act (f-ʿ-l) is an effect that shows in what is acted upon and is ascribed to its doer; here it is ascribed to the Rabb (r-b-b), the Owner who orders and stands over what He owns. Then comes "with ʿĀd": a people gone by, made the first scene set before the inner sight, with the bāʾ carrying the act through to them. So the verse calls for a look into the course of an earlier people as the act of an ordering Rabb who owns and measures, and by it prepares for the other witnesses that follow.
Commentaire

Two Readings
Common reading
"Have you not seen how your Lord dealt with ʿĀd?" is read as address to the Prophet (peace be upon him), and ʿĀd as the people of Hūd (peace be upon him), destroyed by a furious wind as told in other places of the Book. The verse is taken as a reminder of the fates of earlier peoples who gave the lie, with the names of Iram, Thamūd, and Pharaoh following in the same passage, as an admonition to those who came after them.
A reading that ties the verse to what is known of earlier peoples elsewhere in the Book.
A root-reading
A-lam tara (root r-ʾ-y): a grasping that enters the thing seen, a question summoning a present seeing, not fresh news. Kayfa ("how") asks about the act's manner, not its occurrence. Faʿala (root f-ʿ-l): producing an effect in another that shows on the object and is ascribed to the doer. Rabbuka (root r-b-b): an owner who orders and stands over what He owns. Bi-ʿĀd: the bāʾ carries the act over to a people now gone. The verse becomes: "See, with your inner sight, the manner of your ordering Owner's act upon an earlier people, the seeing of a witness, not the hearing of one informed."
A reading that hears, in the roots, a shift from hearing to witnessing, and an act ascribed to an ordering Owner.
The two readings do not conflict. The first fixes the people and what is known of their account; the second hears, in the roots, the shape of a witnessing gaze and an act ascribed to an ordering Rabb. This book chooses the additional listening.
Deux Lectures
Lecture courante
First move: shifting the gaze from report to witness
The verse builds its stance on the act of seeing: "have you not seen," not "have you not heard." What is asked is not the receiving of news about a vanished people, but the setting of the addressee in the place of a witness over their course. This shift, from hearing to seeing, makes the fate of those before present before the inner sight rather than absent in the past.
Second move: the act as a manner ascribed to an ordering Owner
"How did your Rabb deal" makes what ran upon ʿĀd an act with a manner, ascribed to a Rabb, an Owner who orders what He owns. Their course is not chance nor the blind turning of time, but an effect shown on the thing acted upon, with a doer who measures it. And the asking with "how" opens the gaze onto the shape of the act, not onto whether it occurred.
Third move: a witness that opens a row of witnesses
The verse makes ʿĀd the first thing displayed, with others following in the passage upon whom the like ran. So a single people is not a lone tale but a link in a chain of seeing, in which the manner of the Rabb's act is seen recurring across peoples of differing times and places.
There may, perhaps, be in "have you not seen" a hint that the traces of past peoples remain in some way visible, so that their course is not utterly effaced. This might, on a careful reading, be heard as the ground keeping, of the accounts of those who dwelt on it, something that may be seen and reasoned from long ages after its people have passed, so that looking into the layers of what is gone becomes a kind of fulfilling of "have you not seen." This is a conjecture at which we stop, building no ruling upon it.
