Commentary
The verse opens with an interrogative hamza that opens onto what is already in the self and brings it to light, rather than asking for new information. The verb is yaḥsab, "he reckons," from the root ḥ-s-b, which denotes a counting that gathers things and holds them inside a measure on which their owner rests. The human being here has counted and estimated, and has come out of his reckoning with a result in which he has settled. The question, however, takes hold of that reckoning and shakes it, asking whether this is what he has counted on.
A reckoning that does not match what is real is a surmise (ẓann), and the surmise here is the place of danger. Rather than first declaring, the verse asks, making the listener pause over his own tally and look again before he is told that he is mistaken. This is more cutting than a direct rebuttal: the human comes to see his error with his own eye, rather than merely being told of it.
The root q-d-r turns on a measuring that secures and fixes: qadar is an exact, regulated measure that neither exceeds nor falls short; qudra is a mastery of the act that holds it firm; and the one who has power is the one who has taken hold of a matter so that it cannot slip from him. The particle lan negates the future emphatically, so that in his reckoning the human has set himself outside every power that could reach him, neither now nor in what is to come.
The phrase ʿalayhi, "over him," pictures the power as coming down from above, an encompassing that overtops the one held and grips him. So the human reckons that no one with power rises above him, and that his own strength places him in a stronghold. The whole reckoning rests on this delusion: that power is his and his alone, and that what is above him is empty of anything that holds a measure.
The last word is aḥad, from ʾ-ḥ-d, a single one cut off from all besides, which in the setting of negation sweeps up the whole kind. "No one will ever have power over him" denies power to every single one that could be conceived and leaves not one able at all. The human's reckoning thereby reaches its furthest point, in which not one, not a single one, stands over him.
The error lies in that very sweep: a reckoning that denies "every one" forgets that the absolute One is not the one numbered among people. He denied power to all whom he could count, and so felt safe, while the verse, by keeping its question open, leaves the gap open along with it. One single one never entered his count, and upon Him the whole division collapses.
The verse opens with an interrogative hamza that uncovers rather than enquires: "does he reckon." Reckoning, from ḥ-s-b, is a counting that holds things inside a measure on which one rests, and it becomes a false surmise the moment it fails to match what is real. What is reckoned here is "that no one will ever have power over him": q-d-r is a measuring that secures and fixes, lan is an emphatic negation of the future, and ʿalayhi is a power coming down and encompassing. Aḥad, from ʾ-ḥ-d, is a single one cut off from all else, and in the negation it sweeps up every conceivable holder of power. So the verse shows the human being his own reckoning: he estimated that his strength sets him above every power, and so felt safe, and the question opens the gap in his count and turns him back to go over it again before he is met with its undoing.
Commentaire

Two Readings
Common reading
"Does he reckon that no one will have power over him?" is read as a rebuke to a human deluded by his strength and wealth, who supposed that no one could overpower him or call him to account or take from him. The "one" who does have power over him is understood to be Allah, exalted is He. The verse is a rejoinder to his surmise and a denial of his false safety, a reminder that the divine power encompasses him however great his strength becomes.
A reading that names the denied "one" in the human's reckoning and ascribes absolute power to Allah.
A root-reading
Yaḥsab (root ḥ-s-b): a counting that holds and estimates, which becomes surmise once it parts from the real. Yaqdir (root q-d-r): a measuring that secures and fixes, a grip that holds and does not let slip. ʿAlayhi, "over him," is a power descending and encompassing; lan is an emphatic negation of the future. Aḥad (root ʾ-ḥ-d): a single one, cut off, sweeping in negation every conceivable holder of power. The verse becomes: "Does he tally, within himself, that no securing power will ever reach him, so that none remains to grip him?", a question that shakes the reckoning and opens the gap in his count.
A reading that hears in both roots the contrast of a reckoning that estimates and a power that secures, with the question exposing the flaw in the tally.
The two readings do not conflict. The first names the one the reckoning forgot; the second hears, in both roots, the very structure of the delusion: a defective count that denies an encompassing power. This book chooses the additional listening.
Deux Lectures
Lecture courante
Tadabbur
The verse lays its hand on a fixed structure in the human soul: that the human counts what is around him and rests in his count, and makes of his strength and what he owns a fortress he reckons impregnable. The question "does he reckon" does not deny his power; it denies its being absolute. Yes, you have a power, but you have counted it as boundless, and every reckoning without a bound is in error.
The precise point is that the error is not in the reckoning itself but in its limits. The human denied power to "every one" he knows and can number, and was right in what he counted, but wrong when he supposed his count exhausted all that is. The gap is not in the figures but in the assumption that what fell outside his count has no existence. This is a law in every conceit: its bearer measures the unseen by the seen, and reckons what he does not see to be nothing.
The question turns the gaze back to what precedes it in the Surah: a human created "in hardship" (kabad, root k-b-d), who destroys "heaped-up wealth" (lubad) and boasts of it. The very strength on which he built his safety is itself the mark of his weakness, for none boasts of wealth but one who fears its loss. So the verse uncovers that resting in "no one having power over him" is a cover over an unease beneath it: a reckoning meant to ward off what cannot be warded.
Perhaps this reckoning runs deeper than any single figure; it may be a pattern that recurs whenever the human reaches a certain mastery over the earth. As power over things accumulates, an illusion may arise in the soul that what the hand does not grip cannot grip the hand, and that the regulating of measures has become the property of the calculator alone. The Surah may address this pattern and not merely a person: the more the human grows in his capacity to count and regulate the world, the more he may incline to reckon that no one is above him, and in that, he is furthest from reading his own ledger truly.
