﴾ How would Allah guide a people who disbelieved after their trust, witnessed that the messenger is true, and to whom the clear signs came? Allah does not guide the wrongdoing people. ﴿
"How" opens a question about the very possibility of guidance for those whose description is about to follow. In h-d-y, the breath goes out opening a channel, the dāl then holds that channel to its direction, and the yāʾ draws it onward with pliancy. The question, however, sets that channel opposite a people whose making three clauses will disclose. Allah is the agent, and "a people" takes the whole of its boundary from those descriptions. So "how" becomes a confrontation between the direction guidance takes and the state they are in.
The first of the descriptions is a completed plural act: they disbelieved. In k-f-r, the kāf grips the thing within, the fāʾ then opens a narrow cleft in it, and the rāʾ runs on with the covering over what had been present. Here the adverb "after" gives that movement its decisive limit: the veiling comes second, after a trust that had been annexed to them. In ʾ-m-n, the readying sets out, settles in a safeguarded interior, and shows its trace as assurance. So the clause shows a hand of veiling stretched over a confidence that came first and had settled, rather than merely setting two states side by side.
The conjunction adds a second past act: they witnessed. In sh-h-d, presence spreads until the interval between the witness and what is witnessed fades away, and the dāl then holds that spreading in a measured fixity; witness is a presence that has settled into speech. Its content is an emphatic clause: "that the messenger is true." In ḥ-q-q, the inward holding knots in the depth, and the repetition of the qāf doubles its tightness, so that the description of truth itself enters their testimony.
The conjunction adds the third clause, though the agent is now "the clear signs," and the pronoun marks the place of their arrival. In b-y-n, what is within opens and comes out, running on until the distinction stands plain and the thing is set apart from what surrounds it. So the coming is the arrival of clarity to them, rather than a mere passing by. The plural multiplies the evidences, and the past tense makes their arrival an accomplished part of the people's description. In this way the afterwardness, the witness and the coming of the clear signs all gather around the question of guidance.
The conjunction resumes with a nominal sentence that begins with the name of Allah, then brings the verb of guidance back out of the question and places it under negation. "The people" returns with a description that gathers their acts together: the wrongdoing. In ẓ-l-m, a covering closes over a thing and takes hold of it, keeping it within, until it hides what ought to have appeared. The form "the wrongdoing" presents the people as standing in this very movement, the movement their three acts shaped. So the denial of guidance comes as the close of a state whose work has continued in them.
The verse asks after the how of guiding a people whose description does not arise from any outright ignorance: they disbelieved after their trust, they witnessed that the messenger is true, and the clear signs came to them. All the verbs are past, so they enclose the question as an accomplished sequence. The close then brings guidance back under negation and names the people by the description their own acting produced: the wrongdoing. So "how" is a confrontation between the channel of guidance and a veiling that came after trust, after witness and after clarity, not an emptiness to be filled with a story.
