﴾ Whenever Our signs are followed out over him, he says: rows set down by the ones who came first. ﴿
Idhā makes the scene a recurring one rather than a single occasion. Every time the first happens, the second happens. The verse is describing a habit, not an incident.
And the verb is built without naming who does it: they "are recited". The reciter is not mentioned; what is mentioned is the recited and the one it falls upon. And it is "over him", not "to him": the particle makes the reciting descend upon him rather than be laid out before him for his choosing. He did not go to it. It came to him.
Reciting, from t-l-w, is a fine meeting that clings to what came before it and is then joined and stretched on: a following in the track with no gap. One word sets its foot where the last word stood. So what is set before him is an ordered sequence, not scattered speech.
A sign, from ʾ-y-y, is a mark fixed in its place whose pointing then extends past itself. A road-marker is not where the traveller stops; he looks at it and goes on in the direction it gave. So what is recited here is a pointing forward.
And it comes attached to the speaker: "Our signs". That is the first attribution of ownership in this stretch of the Surah. What is being turned back has an owner who names Himself.
Saying, from q-w-l, is what knots in the hollow and then leaves the mouth while still held to the one who said it. Speech does not drop when it comes out; it stays hung on its speaker. And his reply comes as a nominal sentence with a predicate and nothing else: a label thrown down, not an argument put.
A row, from s-ṭ-r, is a fine running that spreads out flat and then falls into units following one another in a single line, each holding its own place without crowding its neighbour. From it come the line of writing, the row of trees, the rank of men, and the straight-edge by which a row is kept from bending. So what he calls it is what has been ranged in rows and closed over.
And "the first ones", from ʾ-w-l, is a returning to an origin one refers back to and holds on to: those who went ahead and so became a reference for those after them. With this the answer is complete: the marker that points forward is pinned into a rank behind. He did not deny that it is recited. He denied that it points.
Idhā makes the scene a repeating habit; the verb names no reciter; and "over him" makes the reciting descend rather than be offered for selection. Reciting (t-l-w) is a following in the track with no gap, one word setting its foot where the last stood. What is recited is "Our signs", and ʾ-y-y is a mark fixed in place whose pointing extends past itself, here attached to its own speaker. Then the saying (q-w-l: what knots in the hollow and leaves the mouth still held to its sayer) arrives as a nominal sentence with a predicate alone: a classification, not an argument. "Rows" (s-ṭ-r) are ranks in which each unit holds its own place, and "the first ones" (ʾ-w-l) are those who went ahead and became a reference. A mark that points to what lies ahead of it, filed as a line from what lies behind.
