﴾ Let not those who withhold what Allah gave them from His bounty think it good for them. Rather, it is bad for them. They will be encircled by what they withheld on the Day of Rising. To Allah belongs the inheritance of the heavens and the earth, and Allah is fully aware of what you do. ﴿
The conjunction adds a prohibition reinforced by the emphatic nūn, and the subject is the relative, which its clause defined by the imperfect "withhold". Withholding, from b-kh-l, denotes a connection that enters by piercing and then attaches to the place, shutting in what the place contains. The preposition knots it to "what Allah gave them from His bounty", so it keeps the gift as coming from Allah, with His bounty as its source. The pronoun "it" refers back to what they withheld, and "good for them" is the forbidden estimate, not a truth that the length of the holding would establish.
"Rather" follows: it sets aside the reckoning of good and establishes "it is bad for them". Keeping the pronoun singular preserves the same referent, what they withheld in its relation to withholding, and advancing the predicate with its preposition makes the bad come back upon them. The gift they shut in thus tips over in the estimate, from an imagined good into a bad that is their own, and in this the correction overturns their reckoning at its base.
The sīn opens a future built in the passive: they will be encircled. Encirclement, from ṭ-w-q, is a broad covering that lies over a thing and then closes on it, its two ends meeting, and building the verb on the faʿʿala form renews the enclosing until it holds: it is no loop drawn once and then undone. The second object, "what they withheld", brings back the shut-in thing itself, and the adverbial "on the Day of Rising" fixes its time. What their hands kept returns to surround them, and the relation between withholding and encirclement reveals possession turned into a bond.
The conjunction adds a nominal sentence in which "to Allah" is advanced for exclusivity and belonging. Inheritance, from w-r-th, is a knot that runs by penetrating and that a fine density then gathers in the passing over of what remains. It is joined to the heavens and the earth by coordination, and so the inheritance embraces what the text joined to it, the heavens and the earth gathered under the lām of belonging. What they were given from His bounty enters into that same inheritance: the sentence returns the outcome of the heavens and the earth to Allah and places the holding beneath it.
The conjunction resumes with a nominal sentence in which Allah's name is repeated in full. The preposition with the relative "what you do" precedes the predicate "fully aware". Awareness, from kh-b-r, is a piercing that connects and then runs by penetrating, and the intensive form conveys its density and its continuation. The shift of the pronoun from the absent in "withhold" to direct address in "what you do" opens the close to all who are addressed: it does not shut that awareness into withholding alone, though withholding stays within the act.
The prohibition undoes the estimate of those who withhold what Allah gave them from His bounty, the estimate that the shut-in thing is good for them, and establishes the opposite: it is bad for them. That very thing then becomes a ring that encircles them on the Day of Rising, and possession turns into an enclosing upon the one who holds it. The sentence on inheritance returns the outcome of the heavens and the earth to Allah, and by that reveals how bounded the holding is. The shift to the address "what you do" closes on Allah's awareness of the whole act, dense and continuing: the holding and all else enter one awareness that embraces them all.
