﴾ If you do not do it, then give ear to a war from God and His Messenger. And if you turn back, then yours are the heads of your wealth: you do no wrong, and you are not wronged. ﴿
The conditional verb, "if you do not do it", is left very general and names no particular act. The generality is intended: what was charged in the ayah before, the letting go of the remainder, if you do not do it, the consequence arrives. The act here is simple and it is a divide: either the ribā remainder is dropped, or the stage of war is entered. The plain two-way choice is a Quranic manner that makes a moment of decision which allows no postponement.
The verb "give ear" is from ʾ-dh-n, and it means here: know, and be on the alert. In the root there is a calling and a summoning on one side, a hearing and an announcing on the other. So the sense is doubled: know that a war has been declared, and carry that announcement out to everyone. And the word "a war" is indefinite, not made definite as "the war", so that its kind stays open: it may be armed, or economic, or social, or in the hereafter. Then it is attached to God and His Messenger, and that attachment lifts the adversary to a place no human strength meets.
After the severe warning, the verse returns at once to opening the door of the turning back: "and if you turn back". Tawba is a returning, and the sense of the root is the return. The sequence matters: the Quran does not end on the warning by itself, it opens the way out immediately. The build uncovers a merciful heart behind the ruling: the threat does not want the ruin of the one who lends at increase, it wants his movement. When he moves toward the turning back, he finds the door open and the original capital guaranteed to him.
"The heads of your wealth" is a technical economic expression in Arabic. The head of a thing is its top, and by transfer its origin. Raʾs al-māl, from r-ʾ-s and m-w-l, is the original sum before any addition or profit. Choosing this exact juridical term means the verse draws a measured line: the lender may take back what he paid out at the start, and he must leave whatever exceeds it. This accounting separation between the origin and the increase is the core of the legislation on ribā.
"You do no wrong, and you are not wronged" is a complete legal sentence. The first is built on the active: do not be wrongdoers. The second is built on the passive: do not be wronged. Justice is realised only in both directions. This formulation settles an important difficulty of application: once ribā was forbidden, some debtors might imagine that this frees them from the principal of the debt. The verse answers back: the forbidding of ribā is not the forbidding of the principal of the loan. Stopping the increase ends the wrong of the lender, and returning the head of the wealth prevents the wrong done to the borrower. The law is not in the interest of one party against another; it sets the balance between them.
This ayah counts among the strongest Quranic texts in laying down an economic legal rule. It gathers a warning of armed punishment, a pardon through the turning back, a technical fixing of the lender's right, and a general formula for economic justice. And the rule "you do no wrong, and you are not wronged" goes past the setting of ribā and is fit to stand as the pivot principle of all economic jurisprudence: the barring of wrongdoing, and the shielding of a person from being wronged. The condensed formula is enough as a constitutional foundation for a just economy.
The word precedes the term, and the role precedes the identity: the role of "the rule of two-way justice that bars the wrong in both directions" precedes the role of "a legislation that shields one party against another", and the role of "the head of the wealth as the term that divides the origin from the ribā" precedes the role of "treating the sum lent as a single mass together with its increase".

Puis elle est rattachée à Allāh et à Son Rasūl, et ce rattachement élève l'adversaire à un rang qu'aucune force humaine ne rencontre.
Après l'avertissement sévère, le verset revient aussitôt ouvrir la porte du retour : « et si vous vous repentez ». La tawba est un retour, et le sens de la racine est le retour. La séquence importe : le Coran ne s'arrête pas sur l'avertissement seul, il ouvre l'issue dans l'instant. Cette construction découvre un cœur de compassion derrière le verdict : la menace ne veut pas la ruine de celui qui prête à surcroît, elle veut son mouvement. Quand il se meut vers le retour, il trouve la porte ouverte et le capital d'origine garanti pour lui.

« Vous ne serez pas injustes, et on ne sera pas injuste envers vous » est un énoncé juridique complet. Le premier membre est bâti sur l'actif : ne soyez pas de ceux qui font l'injustice. Le second est bâti sur le passif : ne soyez pas de ceux qui la subissent. La justice ne se réalise que dans les deux sens. Cette formulation règle une difficulté d'application qui compte : une fois le ribā interdit, certains débiteurs pouvaient s'imaginer que cela les affranchissait du principal de la dette. Le verset réplique : interdire le ribā n'est pas interdire le principal du prêt. La loi n'est pas au profit d'un camp contre un autre ; elle dresse l'équilibre entre eux.
Ce verset compte parmi les textes coraniques les plus forts pour poser une règle économique de droit. Il rassemble un avertissement de châtiment armé, un pardon par le retour, une fixation technique du droit de celui qui prête, et une formule générale de la justice économique.
