﴾ And fill the measure full when you measure, and weigh with the balance that holds its own frame. That is better, and finer in what it comes to. ﴿
The verse does not say "do not give short"; it says awfū, "fill it out." The root w-f-y turns on a joining that runs all the way to its edge and opens there, leaving nothing held back behind the limit. So what is asked for is a hand that completes, not a hand that refrains, and the vessel itself knows the difference between the two: refraining stops wherever it likes, while completing stops only at the rim.
"The measure" is named before its condition, "when you measure": the quantity is set down first, then the act that produces it. Kayl (root k-y-l) is a hollow that holds what is put in it and encloses it, a quantity kept in a vessel rather than a number kept in the head. The particle is idhā, "when," not "if": measuring is taken as something that happens in the listener's life, not as a hypothesis. The verse does not ask whether the listener measures; it waits for him at the rim.
Then come two orders, not one order said twice. The first is completed inside the thing measured: fill it. The second is completed by way of an instrument: weigh with, the bi- here being the bi- of the tool. So the filling is put right by the one who fills, with his own hand, while the weighing is referred for judgment to something outside his hand.
Wazn (root w-z-n) is a knot that trembles and then contains: two pans swinging about a pivot until they settle. Weighing is a motion before it is a verdict, and it comes to rest only after wavering. Qisṭās carries q-s-ṭ: a tightness held in a narrow channel, then a broad spreading, a fine edge that opens out onto both sides at once, which is what qisṭ is.
Mustaqīm is the istafʿala form of q-w-m, and the nucleus of that root is a knot that holds what it has gathered from within, with standing-up only the fruit of that holding, not its origin. So the straight instrument is the one that asks for its own frame and keeps hold of it, not the one that points upward. A balance that does not hold its own frame is a third party standing in the pan, not a tool in the weigher's hand, and an instrument that does not hold itself straight will set nothing straight for him.
Then come two comparatives in one breath: "better" without restriction, and then "finer," restricted by a single accusative of specification, taʾwīlan. The accusative of specification fences in the direction the preference runs and keeps it from spreading: finer in this one respect and in no other.
Taʾwīl is from ʾ-w-l: the bringing of a thing back to what it comes round to and ends at. So here it is a word of outcome, not a word of interpretation: the verse asks where the filled thing lands, not what the filling means. That is why it falls after two orders carried out by hand, not after a report whose meaning is being sought.
So the verse does not halt at the ruling; it follows the act down to its far end and weighs it there. The palm is filled today, and what was filled is read where it comes round.
Two orders in a row, neither folding into the other: "and fill the measure full" is a completing that happens inside the vessel itself, right up to its rim, while "weigh with the balance that holds its own frame" is a completing that happens by an instrument outside the hand, an instrument to which the two pans are referred. Kayl is a hollow that holds and encloses, wazn a knot that trembles until it contains, qisṭ a fine edge that spreads onto both sides at once, and mustaqīm what has kept hold of its own frame and so does not tilt. The verse is then sealed with one accusative of specification that turns the whole reckoning: taʾwīlan, where the act comes round, not where it is done. What is measured in the palm now is read at its far end.
