﴾ And a recitation We parted out, that you recite it to people upon a tarrying; and We sent it down, a sending down. ﴿
An indefinite noun in the accusative stands in front of its verb. It does not say "and We parted out a recitation"; the noun is put first and the verb falls after it. Q-r-ʾ is a fastened gathering whose gathering is resumed: the drawing of letters into a heard sound, then their dispersal so that they may come together again. So the noun at the head of the verse is a name for a drawing-together, not a name for a substance. And then a verb of parting falls on it. Two words side by side, one saying a gathering and the next saying a division. The tension of the verse is laid in its own first two words.
The verb is on the first form, with the middle radical undoubled. Double it and it becomes an intensive, and in that doubling there is multiplying and scattering. What is stated here, then, is a parting that sets limits, not a breaking that strews pieces about. F-r-q is a splitting that runs on and then ends at a decisive edge between two sides, so what fell on it are boundaries to be read and not fragments to be collected. And look at the pronoun: "We parted it", a single attached pronoun. It does not say "We parted them", nor "We made it into parts". The object stays one after the parting. It was given joints; it was not made into things.
Then a lām of purpose. The parting is not sought for itself; it is tied to what follows it, joints set for the sake of a mouth that recites. And the verb here is built from the letters of the noun that opened the verse: a noun at the head and a verb in the middle from one root. What was named a gathering at the start of the line is commanded to be gathered onto an ear in its middle.
"To people" is with ʿalā and not with the lām. Had it been "for people", it would be an offering held out to them; ʿalā is a coming-down-upon, so the reciting descends on them as what is recited descended before. The same particle for the delivering and for the descending. And n-w-s is a joined, flowing issuing forth, a body that moves and runs, and from it comes the verb used of a thing that stirs and sways and will not stay still. Those recited to are described in their very name as not holding still, which is why the next particle comes.
ʿAlā stands twice in succession. The first names those the reciting comes down upon; the second names the state it rides on. So the reciting is carried on something as much as it falls on someone. M-k-th is a holding-in that thickens and so lingers in its place, a tarrying that is not hurried and a weight that refuses a rush. And "a tarrying" is indefinite here. It does not say "upon the tarrying", which would define it, nor "upon a long tarrying", which would measure it. The measure is left out, as other measures have been left out through this passage. It is said that there is a lingering; it is not said how much. A people who will not stay still are recited to upon a tarrying: movement met with deliberateness, and not with movement of its own kind.
Then the verb is on the second form, its middle radical doubled, and its own verbal noun follows in the accusative. Two devices, and both fall on the manner of the act rather than on the bare fact of it. And a different verb from this same root ran in the verse just before, ﴿وَبِالْحَقِّ أَنزَلْنَاهُ وَبِالْحَقِّ نَزَلَ﴾. The fourth form there fixes the sending down and to whom it belongs; the second form here presses on how it was done. The attached pronoun is one across all of them. And in neither verse is a time named, nor a span, nor a number. The manner is stated and the verse stops there.
Three words in this one verse say unhurriedness, each from a different quarter. "We parted it out" puts it in the recited thing itself: joints inside it. "Upon a tarrying" puts it in the reciter: a lingering in the mouth. "We sent it down, a sending down" puts it in the descending: a manner in the coming. Joints in the thing, a pause on the tongue, and a manner in the arrival. And the verse before had already carried, inside the letters of its verb for sending, a continuous going that is not rushed. What lay folded in the root is said outright here.
A word that names a gathering is met at once by a verb that parts, and the parting is handed straight to a mouth. Three separate words then say slowness from three separate places, and not one of them says how long.
