﴾ The scatterers have been the companions of the satans; and the satan has been, toward his Rabb (the Nurturing Sustainer), a coverer-over of what he was given. ﴿
The verse says "they have been," not "they are the companions of the satans," and the past verb reports a thing already standing before the sentence was spoken, not a penalty being issued now.
"The scatterers" is the active participle of the very verb forbidden in the verse before. Nothing links the two verses but that word itself, and it is link enough: the prohibition is stated, and then turned over into a description of those who do it.
"Brother" is put here into the plural ikhwān. The root ʾ-kh-w turns on two of whom each passes through toward the other and who are then gathered by a bond that encircles them both; from it comes the ākhiyya, a loop driven into the ground to which the beast is tied so that it will not stray.
So the brotherhood spoken of here is a tether one is fastened to, not a birth one is traced from: the scatterer was tied to them by what he did, and was not born of them.
That is why the report came in the wording of companionship, not in the wording of inheritance: the loop is driven in, and the two stand at one tether.
The brotherhood fell with a plural, and then the verse went back to a definite singular; it did not say "and the satans have been." The wording narrowed from many down to one.
The one here is the type looked at in its defining limit, not a particular individual. The company is set aside, and the question is put to the source from which this company became what it is.
This is the last link in a chain that began with the handing over of a right. A right was commanded, to a named receiver; a strewing was forbidden, with no receiver to it; then the strewer was assigned to a company; then the quality of that company was named in the face of its Rabb. Every step goes one step back toward the source.
"Toward his Rabb" fixes the direction the covering faced, and the name chosen is the name that turns on rearing and supplying, so the denial was named in the face of the name that names the supplying. Whoever denied the one who supplies has cut the giving off from its spring, and nothing is left in his hand but a thing to be flung.
Here it becomes clear why the prohibition of scattering was sealed with this. The strewer does not know to whom he puts it out, and because he does not know to whom, he does not know from whom he took: both ends drop away together, no receiver ahead and no giver behind.
The word "a coverer-over" is on the faʿūl pattern, a form that multiplies a quality and fixes it, and the covering over, from k-f-r, is a cover pressed onto the covered until it goes out of sight. So what is veiled here is the giving itself, laid over until the one who brought it out was no longer seen, not denied in its existence.
The pronoun in "his Rabb" still stands after the denial: He is his Rabb even while he covers. The relation does not lapse when the one held in it denies it, and the cover veils the thing from the looker and does not lift it from its place.
The scatterers are reported of in the past, not by a sentence issued now, and their name is taken from the verb forbidden in the verse before it, so that the prohibition becomes a description of those who do it. The brotherhood named is a tether one is fastened to, not a birth one is traced from: the scatterer was tied to them by his act and was not born of them. Then the wording narrows from a plural to a definite singular, so the company is set aside and its source is looked into, and the quality of that source is stated with its direction bound to it: "toward his Rabb." The name chosen for that direction is the name of the supplying itself, and covering over, in its root, is a cover that clings to the covered until it goes out of sight. So the chain is an argument, not a telling: a right handed to a known hand, a strewing with no hand at its far end, a company the strewer is bound to, and a source of that company which covered over the One who gave to it. Whoever did not know to whom he gives has stopped knowing from whom he took.
