Commentary
The verse begins with a verb and no conjunction, joining the description to what came before, and the plural subject of "they seek to hide" refers most nearly to "those who betray their own selves" in the hundred and seventh verse. Seeking to hide, istikhfāʾ, is from kh-f-y, a root that is a thing thinning out and drawing away from perception until it disappears: khafiya al-shayʾu is said of a thing that becomes concealed, al-khafāʾ is what screens from the eye, and istakhfā, on the pattern istifʿāl, is to seek concealment; so they seek that what they do should vanish from people's eyes.
The same verb is then repeated in the negative, bound to the name of Allah: "they do not seek to hide from Allah", so the seeking they spent before people they abandoned before Allah. The verse follows this with what shows where this abandoning stands: "while He is with them"; the people they hid from are absent from the hour of the deed, and the One they did not hide from is present in it. The Book tells of others who seek concealment by folding up their breasts, ﴿أَلَا إِنَّهُمْ يَثْنُونَ صُدُورَهُمْ لِيَسْتَخْفُوا مِنْهُ﴾, "they fold up their breasts to hide from Him", and it follows at once that He knows what they conceal and what they disclose; the verse here describes people who did not seek to hide from Allah at all, and it makes His being with them a standing state at the hour of their deed.
Maʿa, "with", denotes company, and joined to their pronoun it places the presence with them in the very spot where they sought concealment from people; its time is then fixed by idh: "when they settle by night". Tabyīt is from b-y-t, a root that is a joining closed off by a cut that keeps its owner in his place: from it comes al-bayt, the dwelling in which its owner is cut off from what lies behind him, and bayyata al-amr, to settle a matter by night, turning it over until it holds firm. The same verb came in the eighty-first verse, ﴿وَاللَّهُ يَكْتُبُ مَا يُبَيِّتُونَ﴾, "Allah writes down what they settle by night": there what is settled at night is written, and here Allah is with those who settle it at the very hour of settling.
What they settle is "such speech as He does not accept", and min makes plain the kind of mā, so what is settled at night is speech, words made ready to be said later. Qawl, speech, is from q-w-l, a root that is a sound released from the mouth, cut off, that stays bound to the one who said it, so the settling by night here is the concluding of speech before it comes out. The Book brings speech kept secret and hiding by night together in a verse that makes them equal with speaking openly and going out in view: ﴿سَوَاءٌ مِّنكُم مَّنْ أَسَرَّ الْقَوْلَ وَمَن جَهَرَ بِهِ وَمَنْ هُوَ مُسْتَخْفٍ بِاللَّيْلِ وَسَارِبٌ بِالنَّهَارِ﴾, "alike among you are the one who keeps his speech secret and the one who speaks it aloud, the one who hides by night and the one who goes about by day".
Riḍā, acceptance, is from r-ḍ-y, a root that is a self running toward a thing until it meets it, closes round it and rests with it: raḍiya bihi is to accept a thing and rest in it. The subject of "He does not accept" is the One who is "with them", so the speech is settled in the presence of One who does not accept it. The verse describes this speech as speech He does not accept, and leaves its content open in the wording.
The verse then closes with "Allah has ever been encompassing of what they do", so the wording passes from "speech" to "what they do", the speech settled by night being counted among their deeds. Iḥāṭa, encompassing, is from ḥ-w-ṭ, a root that is a containment spreading over a thing from its sides until it takes it all in: from it comes al-ḥāʾiṭ, the wall that encloses what lies behind it, and ḥāṭahu, to guard a thing and watch over it. The concealment they sought from people lies wholly within an encompassing that nothing leaves, and kāna fixes this encompassing as a standing attribute. The word returns in the hundred and twenty-sixth verse, bound to everything: ﴿وَكَانَ اللَّهُ بِكُلِّ شَيْءٍ مُّحِيطًا﴾, "Allah has ever been encompassing of every thing".
The verse describes those who betray their own selves by a seeking turned one way and not the other: they seek to hide from people, from kh-f-y, seeking that what they do should vanish from their eyes, and they do not seek this from Allah, while He is with them at the hour when they settle by night, from b-y-t, a matter concluded at night, the same verb that in the eighty-first verse names what Allah writes down. What is settled is speech, from q-w-l, words made ready before they are released from the mouth, and it is speech that the One present at its settling does not accept, from r-ḍ-y. The verse then sets all of it, speech and deed alike, within an encompassing, from ḥ-w-ṭ, that nothing leaves. The contrast in the verse lies between absent eyes that are hidden from and an abiding presence that is not hidden from.
Commentaire
Le Livre réunit la parole tenue secrète et le retrait de nuit dans un verset qui les rend égaux à la parole dite à voix haute et à la marche au grand jour : ﴿سَوَاءٌ مِّنكُم مَّنْ أَسَرَّ الْقَوْلَ وَمَن جَهَرَ بِهِ وَمَنْ هُوَ مُسْتَخْفٍ بِاللَّيْلِ وَسَارِبٌ بِالنَّهَارِ﴾, « sont égaux parmi vous celui qui tient sa parole secrète et celui qui la dit tout haut, celui qui se cache la nuit et celui qui va et vient le jour ».

Two Readings
Common reading
The verse is usually read as describing the same people from the incident related at the hundred and fifth verse: they hide what they did from people and feel no shame before Allah. "They settle by night" is taken to mean that they plan at night what they will say in casting the theft on the innocent man and in testifying to their companion's innocence, "such speech as He does not accept" being that plan itself, and "while He is with them" is taken to mean with His knowledge and His watch over them.
A reading that identifies the speech settled by night in a related incident, and reads their not hiding from Allah as a lack of shame before Him.
A root-reading
Yastakhfūna (root kh-f-y): seeking that a thing thin out and draw away from perception until it disappears. Yubayyitūna (root b-y-t): a settling at night in a dwelling cut off from what lies behind it. Al-qawl (root q-w-l): a word that leaves the mouth and stays attributed to the one who said it. Yarḍā (root r-ḍ-y): a self that meets a thing, closes round it and rests. Muḥīṭan (root ḥ-w-ṭ): a containment spreading over a thing from its sides. The verse becomes: "They seek that what they do should vanish from people's eyes, and they do not seek this from Allah, while He is present with them as they knot in their night a speech He does not rest in; Allah contains what they do from all its sides."
A reading that hears the contrast between absent eyes that are guarded against and an abiding presence that is not.
The two readings do not conflict. The first identifies the speech settled by night in a related incident and reads the not hiding as a lack of shame; the second hears, in the roots, a concealment sought on one side and not the other, a speech concluded at night before it comes out, and an encompassing that nothing leaves. This book chooses the additional listening.
Deux Lectures
Lecture courante
Interpretation
First: what the letters say
Seeking to hide (kh-f-y) is seeking that a thing thin out and draw away from perception until it disappears; settling by night (b-y-t) is a concluding sealed in a dwelling cut off from what lies behind it; speech (q-w-l) is a word that leaves the mouth and stays attributed to the one who said it; acceptance (r-ḍ-y) is the self resting in what it meets; encompassing (ḥ-w-ṭ) is a containment that spreads its sides over the whole of a thing. The letters draw two opposite movements: a drawing inward that seeks to vanish, and an encompassing from outside from which nothing vanishes.
Second: the scene
Night, and people in a dwelling where they have cut themselves off from others, turning over a speech they are preparing for later. They have guarded against people's eyes and slipped out of them, and the verse sets in that same gathering One present whom they did not guard against: "while He is with them". The scene then widens until the gathering, what is said in it and what is done after it all lie within a single encompassing.
Third: the pattern that may recur in any time and place
It recurs among people that conduct is regulated by how much of it is seen: a person is careful where eyes fall on him and slackens where he reckons he is alone. The verse describes this carefulness as present and aimed away from where it belongs: all wariness toward absent eyes, and heedlessness of the One who is present. The pattern recurs whenever what is reckoned with at the moment of acting becomes only those people who can see.
Fourth: anthropological speculations and projections
This may parallel what Melissa Bateson, Daniel Nettle and Gilbert Roberts found in an experiment published in 2006, run in the tea and coffee room of the psychology division of Newcastle University, where forty-eight members of the division paid for their drinks into an honesty box that no one supervised. Above the price list they placed an image that changed every week for ten weeks, a pair of eyes one week and flowers the next, and they measured the money collected against the milk consumed: on average, what was paid in the weeks with eyes came to 2.76 times what was paid in the weeks with flowers. Perhaps "they seek to hide from people" holds something like this: conduct that shifts for a printed image of a human eye.
In 2019 Keith Dear, Kevin Dutton and Elaine Fox gathered fifteen experiments from thirteen studies, involving 2,035 participants, into a meta-analysis of the effect of images of eyes on antisocial behaviour such as littering, lying and cheating, and found that the risk of such behaviour fell by about 35 percent when the images were present; by contrast, two meta-analyses published in 2017 by Stefanie Northover and her colleagues found no evidence that such images increase generosity in giving experiments. The effect of the drawn eye thus seems clearer in holding back wrongdoing than in drawing out giving. Perhaps "they do not seek to hide from Allah, while He is with them" falls on this very point: a drawn eye changes what is done in hiding, while an abiding presence goes unreckoned.
