Commentary
The verse opens with in, a particle that hangs the answer on what may or may not come to be, and what it is hung on here is Allah's will alone: "If He wills" (in yashaʾ). Willing, mashīʾa, is from sh-y-ʾ, a spreading that runs through the possible and then closes on one of them and cuts it off from the rest. The object of "wills" is left out, and the answer shows it: if He wills your going, He takes you away. The verse comes after three sentences, in two verses, stating that to Allah belongs whatever is in the heavens and whatever is in the earth, and after the hundred and thirty-first verse has closed on "free of need, praised", so the Owner who needs no one is named here as able to take away those within His dominion and bring others.
The phrase "if He wills, He will take you away" (in yashaʾ yudhhibkum) occurs four times in the Book: here, in al-Anʿām, in Ibrāhīm and in Fāṭir. In two of these places freedom from need is named in the same verse or in the one before it: in al-Anʿām its own verse names Him beforehand ﴿الْغَنِيُّ ذُو الرَّحْمَةِ﴾, "the One free of need, possessed of mercy", and in Fāṭir it is preceded by a verse that says ﴿يَا أَيُّهَا النَّاسُ أَنتُمُ الْفُقَرَاءُ إِلَى اللَّهِ ۖ وَاللَّهُ هُوَ الْغَنِيُّ الْحَمِيدُ﴾, "People, you are the ones in need of Allah, and Allah is the One free of need, the Praised". Here it was the hundred and thirty-first verse that closed on freedom from need: "Allah has ever been free of need, praised". In these three places, then, the taking away is mentioned after freedom from need: the One who needs nothing of those addressed loses nothing by their going.
The answer to the condition is two verbs in the jussive: yudhhibkum and yaʾti. Yudhhib is from dh-h-b on the pattern afʿala; the root is a passing on that pierces through an empty space and ends in going out from a place, and adhhabahu is to make someone pass on so that his place is left empty of him. The root came in this Surah made transitive by the bāʾ: ﴿لِتَذْهَبُوا بِبَعْضِ مَا آتَيْتُمُوهُنَّ﴾, "so as to go off with part of what you have given them"; here the hamza makes it transitive, and in both cases the doer is the one who makes something other than himself go.
Then the call falls between the two verbs: "you people" (ayyuhā al-nās), without yā. This call occurs twenty-one times in the Book, twenty of them with yā, and this place alone comes without it. The name by which those addressed are called here is the name with which the Surah opened its address: ﴿يَا أَيُّهَا النَّاسُ اتَّقُوا﴾, "People, guard yourselves". The call in the middle of the answer names those addressed by their general name at the moment their going is mentioned, and places them all under the same will.
The bringing is joined to the taking away: "and bring others" (wa-yaʾti bi-ākharīn). Yaʾti is from ʾ-t-y, a coming that sets out until it meets its end, and the bāʾ makes it transitive, so that atā bihi is to bring. Ākharīn is the plural of ākhar, from ʾ-kh-r, what stays behind and then runs after another; al-ākhar is the second, different from what came before it, and its plural in -īn is a plural used for beings endowed with reason, so those brought are people other than those addressed. In the two places in Ibrāhīm and Fāṭir, what follows the taking away is ﴿وَيَأْتِ بِخَلْقٍ جَدِيدٍ﴾, "and bring a new creation"; here those who come are "others", and the word identifies them by one thing only: that they are other than those who went.
In al-Anʿām the same word describes the people from whose offspring those addressed there were raised: ﴿كَمَا أَنشَأَكُم مِّن ذُرِّيَّةِ قَوْمٍ آخَرِينَ﴾, "just as He raised you from the offspring of other people". Those to whom the taking away is spoken in that place were themselves raised from the offspring of a people other than them, and in their own time they were the ones who came after those before them.
The verse closes on "Allah has ever been capable of that" (wa-kāna Allāhu ʿalā dhālika qadīran). "That" points to both matters together, the taking away and the bringing, and ʿalā sets the power above what it has power over. Qadīr is from q-d-r, a root that is a limit tied fast and fixed, by which a matter runs to its full extent; from it come qadr, the extent and measure of a thing, and qudra, the bringing of an act to its full measure, while qadīr, on the pattern faʿīl, is one in whom power is fixed and lasting. So the verse hangs the taking away and the bringing on "if He wills", and fixes the power over both with kāna: it is the will that stays hanging, and the power stands, waiting on nothing.
The verse hangs the going of those addressed and the coming of others on Allah's will alone, "if He wills"; willing, from sh-y-ʾ, is a single determination cut out from among all the possible. Taking away, from dh-h-b, is a passing on that leaves the place empty behind it; bringing, from ʾ-t-y, is a coming that reaches its end; and ākharīn, from ʾ-kh-r, are people who run after others and are known by being other than those who went. The call "you people" falls between the two verbs without yā, in the only place in the Book where this call comes without it, and it names those addressed by the name with which the Surah opened its address, at the moment their going is mentioned. The verse comes after three sentences on ownership and after "free of need, praised", and closes on a power fixed by kāna over both matters together.
Commentaire
En deux de ces endroits, l'affranchissement du besoin est nommé dans le même verset ou dans celui qui précède : dans al-Anʿām, son propre verset Le nomme d'abord ﴿الْغَنِيُّ ذُو الرَّحْمَةِ﴾, « Celui qui est affranchi de tout besoin, détenteur de la miséricorde », et dans Fāṭir, elle est précédée d'un verset qui dit ﴿يَا أَيُّهَا النَّاسُ أَنتُمُ الْفُقَرَاءُ إِلَى اللَّهِ ۖ وَاللَّهُ هُوَ الْغَنِيُّ الْحَمِيدُ﴾, « Ô gens, c'est vous qui avez besoin d'Allāh, et Allāh est Celui qui est affranchi de tout besoin, le Digne de louange ».
Dans al-Anʿām, le même mot décrit le peuple de la descendance duquel ceux à qui la parole s'adresse là-bas ont été suscités : ﴿كَمَا أَنشَأَكُم مِّن ذُرِّيَّةِ قَوْمٍ آخَرِينَ﴾, « de même qu'Il vous a suscités de la descendance d'un autre peuple ».

Two Readings
Common reading
The verse is usually read as a threat and a warning: if Allah wills, He will destroy you and bring another people more obedient to Him than you. The address is taken to be to people at large, or to those who covered over and the hypocrites who were being addressed at that time. Its sense is set beside the verse on replacing one people with another in Sūrat Muḥammad, and qadīr is taken as able to destroy and to replace, with nothing beyond His power.
A reading that takes the verse as a warning of destruction and replacement.
A root-reading
Yashaʾ (root sh-y-ʾ): a single determination cut out from among the possible. Yudhhibkum (root dh-h-b): a passing on that leaves the place empty behind it. Yaʾti bi- (root ʾ-t-y): a coming that reaches its end, made transitive by the bāʾ so that it becomes a bringing. Ākharīn (root ʾ-kh-r): those who run after others. Qadīr (root q-d-r): one who brings an act to its full measure. The verse becomes: "If Allah wants your going and settles it, He makes you pass on until your place is empty, you people, and brings people other than you who reach it; His power over that stands, waiting on nothing."
A reading that hears in the verse a place that empties and then fills, and a single will that holds both matters.
The two readings do not conflict. The first reads the verse as a warning of destruction and replacement; the second hears, in the roots, a place emptied of its people and then reached by others, the matter hanging on a will while the power over it stays fixed. This book chooses the additional listening.
Deux Lectures
Lecture courante

Interpretation
First: what the letters say
Willing, from sh-y-ʾ, is a single determination cut out from among the possible; taking away, from dh-h-b, is a passing on that leaves the place empty behind it; bringing, from ʾ-t-y, is a coming that reaches its end; ākharīn, from ʾ-kh-r, are those who run after others; power, from q-d-r, is the bringing of a matter to its full measure. The letters draw a place that empties and then fills: a people passes on and its place is left empty, others come and reach it, and the whole matter hangs on a single will.
Second: the scene
Heavens and an earth of which it has been said three times in the two verses before that what is in them belongs to Allah, and on the earth people called by their general name: "you people". Then the same scene is seen emptied of them, with others settled in it, and the earth still belongs to its Owner. The Owner stays, the earth stays, and what changes is the dwellers who pass over it.
Third: the pattern that may recur in any time and place
Every group that dwells in a land for a long time tends to count it as its own and lasting for it, and forgets that it came after others. The verse sets two things against this tendency: the ownership belongs to Allah, and the dwellers follow one another. The Book reminds those addressed that they were raised ﴿مِّن ذُرِّيَّةِ قَوْمٍ آخَرِينَ﴾, "from the offspring of other people", so whoever came after others was himself the one who came in his own time, and may become an earlier people after whom others are brought. This recurs in cities, states and tribes: the land remains, the names sometimes remain, and those who carry them change.
Fourth: anthropological speculations and projections
"He will take you away … and bring others" may parallel what Iñigo Olalde and his colleagues found in a study published in 2018 in the journal Nature, in which they analysed genome-wide data from 400 people who lived in Europe in the Neolithic, the Copper Age and the Bronze Age, 226 of them found with artefacts of the style known as the Bell Beaker. In Britain they found that the spread of this style brought in high levels of steppe-related ancestry and was associated with the replacement of approximately 90 percent of Britain's gene pool within a few hundred years. The land stayed the same land, and most of the ancestry carried by those who lived on it after those centuries came with the newcomers. The study measures the ancestry of those whose remains were found; on its own it does not show how the earlier people went.
The same study found another picture in another place: between the people of this style in the Iberian Peninsula and its people in central Europe there was limited genetic affinity, so the researchers excluded migration as an important way by which it spread between the two regions. There the style moved without any notable migration of its people, while into Britain it moved with people who settled the land. Perhaps "He will take you away, you people, and bring others" falls on this very difference: the verse speaks of the going of people and the coming of others, a difference that artefacts alone may not reveal, since a custom passing from one people to another can leave in the ground what a people taking another's place leaves.
