﴾ Have they not seen that Allah, who created the heavens and the earth, is able to create the like of them? And He has set for them a term in which there is no wavering. Yet those who do wrong refused all but a covering over. ﴿
The verse does not say "have they seen". The interrogative hamza has come in ahead of lam, the particle that negates and puts the verb in the jussive, so the question concerns the absence of the seeing, not its presence. The difference between the two lies in where the weight falls: the first asks for a report, while the second sets the negation in the place of the thing to be wondered at.
The verb then reaches over to "that" and the clause it governs, rather than to an object the senses can take hold of: what is seen in this verse is a relation to be affirmed, not a thing to be looked at. Seeing is a concept with its own entry in the glossary; the point here is that what is asked of them is the grasping of a bearing between two matters, both of which are set out before them.
The divine name is mentioned and then qualified by a relative whose clause is a past verb, done and come about, and the predicate after it is a participle, not a verb: "is able". Creation and ability are concepts with their own entries in the glossary.
In this order lies the build of the sentence. The past construction is the ground on which the standing description rests: what has been made and is looked at carries what is said about the maker. So what they were asked is to read in what is seen what follows from it, not to believe in what they had not seen.
The participle states the description as fixed, not as something that happens. Had the verb yaqdiru been used, it would have been an act that renews itself; qādir, "able", is a standing quality that is neither waited for nor spent. The heavens and the earth are concepts with their own entries in the glossary.
The verse does not say "able to create them"; it says "able to create the like of them", and what the ability is hung on is the like.
The root m-th-l denotes the settling of one form onto another in its fine details, and then the fastening of the one to the other. From it comes al-mithāl, the model that is followed so that a thing is made on its pattern. A like, in its letters, runs alongside and is other than the thing itself: it matches, and it is not it.
This is what the verse says, and the reading stops there. What the wording places under the ability is the making of what runs alongside them, and they themselves are not mentioned in the place of the thing created. Whoever measures the smaller against the larger finds the heavens and the earth at the head of the sentence and the like of them at its end.
"And He has set" is a past verb brought in with a joining wāw; setting is a concept with its own entry in the glossary. The lām in "for them" is the lām of assignment: the term is laid down for their sake, not clamped down upon them the way a siege is laid.
"A term" is indefinite, fixed by no time and no measure. The root ʾ-j-l denotes a holding-in that is screened in the hollow and then fastened to a limit it runs out at. So a term, in its letters, is a stretch veiled from sight and tied to an end it comes to, which is why the word falls on the whole stretch and on its end alike.
The description follows: "in which there is no wavering". Wavering, in its root, is a running flow held back from its resting place, so it is an unsettled, flowing disturbance that does not ease. Here it is denied of the term itself: "in which", that is, inside the term. It is denied of the limit that was laid down, not of their souls. What is firm is firm, however much the one looking at it may ripple.
This closing has already come in this Surah: ﴿فَأَبَىٰ أَكْثَرُ النَّاسِ إِلَّا كُفُورًا﴾, "and most of the people would have nothing but a covering over." Now it reads: ﴿فَأَبَى الظَّالِمُونَ إِلَّا كُفُورًا﴾, "yet those who do wrong refused all but a covering over." The verb is one, the exception is one, and what is excepted is one; only the subject is exchanged.
The description has narrowed. The first was described by number, "most of the people", a judgement passed on a quantity rather than a quality; the second is described by an act, "those who do wrong", a participle that states what they do. The description thus moved from an amount that is counted to a work that is ascribed. Wrongdoing is a concept with its own entry in the glossary.
"Refused all but" is an exception from an emptied field: the refusing falls on everything, and nothing escapes it except what is excepted. They did not choose one thing out of several; they refused all things and kept one, and whoever refuses everything but the covering has made the covering all that he has.
A question comes in over a negation, so they are asked about the absence of a seeing rather than its presence, and what is seen is a relation, not a thing. A past relative clause then carries a standing predicate: what was made and is looked at is the ground of the description after it, and the participle states it as fixed, not renewed. What the wording places under the ability is "the like of them", and the letters of the like are a running alongside that matches and is not the thing itself. Next comes a term, left indefinite, laid down for them by the lām of assignment; in its root it is a stretch veiled from sight and tied to an end, and the wavering is denied of what is inside it, not of their souls. A closing that came earlier in this Surah then returns in all its wording, and only its subject narrows, from a number that is counted to a description ascribed to a work. The exception is drawn from an emptied field, so of all they refused nothing was left to them but what they excepted. The limit has no wavering in it, and the people have nothing left in their hands but what screens.
Cette clausule est déjà venue dans cette sourate : ﴿فَأَبَىٰ أَكْثَرُ النَّاسِ إِلَّا كُفُورًا﴾, « et la plupart des gens n'ont voulu qu'un recouvrement ». Et maintenant : ﴿فَأَبَى الظَّالِمُونَ إِلَّا كُفُورًا﴾, « pourtant ceux qui commettent l'injustice n'ont voulu que recouvrir ».
