Commentary
The verse opens with inna, which affirms what follows it with emphasis, and it moves from the two parties of the previous verse to a general judgement: "those who have covered over Our signs". Kufr is from k-f-r, a covering that closes over what used to show, and the bāʾ lays it on "Our signs"; a sign (āya) is a mark that points to what lies beyond it, so what is covered here is what was made to point. "Those who covered over" came in the fifty-first verse as the name of those said to be better guided as to the way; here the verb comes with what it fell on, and the signs are attached to the speaker's pronoun, "Our signs", so the owner of the signs speaks of what is done to whoever covered them.
The warning is "We shall expose them to a fire". Sawfa marks what is to come, and nuṣlīhim, "We shall expose them", is from ṣ-l-y on the pattern afʿala: the root is a fire's clinging and staying with whoever meets it until its heat runs through him, and aṣlāhu is to make him stay with it. The same verb with sawfa came in the thirtieth verse for a single doer, ﴿فَسَوْفَ نُصْلِيهِ نَارًا﴾, "We shall expose him to a fire", and the root came in the tenth verse in its simple form, with those who meet the fire as its subject: ﴿وَسَيَصْلَوْنَ سَعِيرًا﴾, "they will come up against a rising blaze". "A fire" is indefinite, and the verse then describes what this fire does to the thing in the body nearest to it: the skin.
Kullamā, "whenever", makes what follows it recur: each time the first happens, the second happens, so the verse draws a cycle that turns back on itself. The first is "their skins are cooked through": nuḍj, from n-ḍ-j, is heat reaching the whole inside of a thing until what it does there is complete, said of fruit and of meat, and this root occurs in the Book only in this verse. Julūd is the plural of jild, from j-l-d: the firm covering that clings to the body and holds it, the first thing that meets what is outside. The fire, then, reaches its end in the skin until what it does there is complete.
The second is "We give them other skins in their place". Tabdīl is from b-d-l, pushing a thing out of its place and setting another in it; the root came in this Surah in the second verse, lā tatabaddalū, and in the twentieth, istibdāla. Baddala here takes two objects: hum, "them", those for whom the change is made, and julūdan, "skins", what is set in place of the first, while ghayrahā, "other than them", describes the new skins as other than the skins that were cooked through; its pronoun refers back to "their skins".
The pronoun of the absent group stays fixed through the whole cycle: -hum in julūduhum, "their skins", and in baddalnāhum, "We give them in place", then the -ū of li-yadhūqū, "so that they taste"; the skins change, and their owners remain who they are. The purpose clause, "so that they taste the punishment", makes the owners of the skins the ones who taste. Tasting, from dh-w-q, is touching a thing by the sense whose entry is nearest, until its effect knots inside, so the verse describes what reaches them through the skin by the verb of nearest contact. ʿAdhāb, from ʿ-dh-b, is a pain that pierces and is held on the one it falls on, and the exchange is made for this tasting: each time the fire has completed its work in a skin, another skin comes by which the punishment is tasted.
The verse closes with inna as it opened, and with the two descriptions "unassailable, wise". ʿIzza is from ʿ-z-z, a strength that emerges from depth and holds out against whoever would reach it; from it comes ʿazāz, hard ground, so nothing can stand in the way of this cycle or cut it. Ḥikma is from ḥ-k-m, holding a matter to its right form, and the cycle is held by kullamā: for every cooking through, an exchange. Kāna fixes the two descriptions for Allah as holding before the warning and after it.
The verse opens with a general judgement on those who covered over the signs, kufr from k-f-r being a covering that falls here on marks made to point, and the owner of the signs speaks in it with His own pronoun. It then warns them of a fire they will be made to stay with, exposing from ṣ-l-y being a clinging stay through which the heat runs, a verb that came before in the thirtieth verse and whose simple form came in the tenth. With kullamā it draws a cycle: a skin cooked through, from n-ḍ-j, a root found in the Book only here, then another skin set in its place, from b-d-l, the skin, from j-l-d, being a firm covering and the first thing to meet what is outside. The pronoun stays fixed through the whole cycle, so the skins change and those who taste are the same, tasting, from dh-w-q, being a contact that knots inside, and the exchange is made for it. The verse closes on a strength that nothing can stand against and a wisdom that holds the cycle to its measure: for every cooking through, an exchange.
Commentaire

Two Readings
Common reading
The verse is usually read as a warning to those who cover over the signs of Allah: whenever their skins are burned and consumed by the fire, they are restored as new skins, and it is related that this happens many times in a day. The question is raised among them how new skins that did no wrong can be punished, and the answer given is that the punishment falls on the person himself, the skin being his instrument of feeling, or that the new skins are the first ones restored after being cooked through. In our time it is mentioned that the nerve endings of pain lie in the skin, and some count the verse a scientific pointer.
A reading that asks about the punishing of the new skin, and reads in the verse a pointer to the science of nerves.
A root-reading
Nuṣlīhim (root ṣ-l-y): making someone stay with a fire that clings and whose heat runs through him. Naḍijat (root n-ḍ-j): heat reaching the inside of a thing until it is complete. Julūd (root j-l-d): a firm covering that clings to the body and meets what is outside. Baddalnāhum (root b-d-l): pushing a thing out and setting another in its place. Li-yadhūqū (root dh-w-q): a contact that stretches until it knots inside. The verse becomes: "Those who covered over Our marks, We shall make them stay with a fire that clings to them; whenever it reaches its end in their skins, We set other skins for them in their place, so that the contact of the punishment knots within them."
A reading that hears a cycle in the verse, cooking through, then exchange, then tasting, with the owners of the skins fixed within it.
The two readings do not conflict. The first asks about the new skin and finds a scientific pointer in the verse; the second hears, in the roots, a covering that reaches its end and is replaced, and a fixed pronoun that refers to those who taste. This book chooses the additional listening.
Deux Lectures
Lecture courante

Interpretation
First: what the letters say
Nuḍj (n-ḍ-j) is a going forth from the inside that opens out, after which the thing gathers into its completion; jild (j-l-d) is a firm covering that clings to what it holds; tabdīl (b-d-l) is pushing a thing out of its place and setting another there; dhawq (dh-w-q) is a soft contact that the linking stretches until it knots in the depth. The letters draw a boundary between the body and what surrounds it that reaches its end, then a new boundary set in its place, and the contact returns each time the boundary returns.
Second: the scene
A fire that stays with bodies; the skin is cooked through until what the fire does in it is complete, and then another skin is set in its place, so the fire returns to the first thing it meets. The owners of the skins are the same throughout the scene: what covers them changes, and they remain the ones who taste. Above the cycle stand two descriptions of Allah with which the scene closes: unassailable, wise.
Third: the pattern that may recur in any time and place
It recurs in human life that the feeling of what lasts grows faint until it nearly vanishes: the eye grows used to what it sees every day, the skin to what touches it, and the self to what pains it if it goes on long. The verse draws a state in which this growing used to is lifted away: each time the skin is cooked through it is renewed, so the tasting stays new in every turn of the cycle. There is also a correspondence in the verse to reflect on: the covering at its start fell on the signs, the marks made to be seen and grasped, and the recompense at its end falls on the skin, by which a person grasps what surrounds him.
Fourth: anthropological speculations and projections
What lies between "cooked through" and "so that they taste" may parallel what burn medicine knows today: a burn that stops at the upper layers of the skin is very painful, because the sensory nerve endings in the dermis remain alive and irritated, while a burn that reaches through all the layers of the skin can destroy these endings, so that feeling lessens at that spot. If this sense holds, there may perhaps be in the verse's order, cooking through, then exchange, then tasting, something close to the living skin being the condition of tasting. The verse describes a fire of the unseen, so this is an approach to the meaning, offered and not argued from.
It may also be mentioned here that the outer layer of human skin renews itself throughout life: the cells of its basal layer divide, the new cells rise toward the surface and the old ones fall away, in a cycle that researchers estimate at a few weeks. There may perhaps be, in the body people know, a small image of what the verse describes, skins followed by skins; the difference is that the exchange in the verse is tied to the cooking through, and its end is that the punishment be tasted.
