Commentary
The verse moves from the comparison between those who gave and those who sat back to the hour of the end: "those whom the angels take in full". Tawaffī is from w-f-y: wafāʾ is a thing reaching its end complete; one says waffā al-kayl when a measure is filled up, and tawaffā ḥaqqahu when a due is taken in full, so those taken are taken whole, with nothing of their term left behind them. The angels, al-malāʾika, are from ʾ-l-k, and alūk is a message: those who do the taking are carriers who deliver what they were given to carry.
Tawaffāhum may be a verb in the past, or an imperfect with one of its two t's dropped, and the phrase comes with both t's in Sūrat al-Naḥl: "those whom the angels take in full while they are wronging their own selves"; the verse thus fits a people who were taken and everyone taken in their state. Ẓālimī anfusihim, "wronging their own selves", is their state at the hour of taking. Wronging, from ẓ-l-m, is a veil that closes over a thing and stays on it, holding it away from its place, and here it has fallen on the very selves of those who commit it, so the one who wrongs and the one wronged are the same. This wronging comes to light in the exchange that follows.
An exchange of three sentences then follows, each opening with "they said": the first belongs to the angels, the second to those taken, the third to the angels again, and the speaker of each is known by what he says. The angels' question is fīma kuntum, "in what state were you?": fīma is fī joined to the interrogative mā, which drops its long vowel, so the question falls on the state they were in and the matter they were about. Each of the three sentences rests on kāna: "you were", then "we were", then "was not", so the exchange is a reckoning of what was, in which the past state is asked about, answered with, and answered back.
Their answer comes with a state and a place: "we were held weak in the land". Mustaḍʿafīn is a passive participle of istaḍʿafa, and istaḍʿafahu is to find someone weak and treat him accordingly, so the weakness in their answer is laid on them from outside them, and they are its object. "In the land" ties this weakness to the place where they were.
The angels answer the reply with a question that affirms rather than enquires: "was not the earth of Allah wide, so that you might migrate within it?" They take from the answer the word "land" and attach it to Allah, so the land in which they were held weak is a part of an earth that is all Allah's, and the spot that grew narrow for them is a part of an earth that is "wide". Wideness, from w-s-ʿ, is a holding that stretches, widens and shows itself, so the earth holds whoever moves within it and does not grow narrow for him. The same phrase comes as a plain statement in Sūrat al-Zumar, "the earth of Allah is wide", and here, after "was not", as a question put to those who did not move.
Fa-tuhājirū is in the subjunctive after a fāʾ that makes the migrating follow from the wideness of the earth: it was wide, so it lay within your capacity (wusʿ, from the same root) to migrate. Migrating, from h-j-r, is for a person to empty his place and go on to another gathering, and hājara is on the pattern fāʿala, which sets the parting between two sides, the one who leaves and those left behind him. The angels say "within it", preferring fī to min, so the migrating is a move inside the wide earth itself, from one spot to another, and both spots are the earth of Allah.
The verdict then comes, tied on by the fāʾ: "those, their shelter is Jahannam", and "those" goes back to the ones with whom the verse opened, so the verdict comes after the whole exchange has been heard. Maʾwā, shelter, is from ʾ-w-y: an enclosing that surrounds what it holds and lasts on it; awā ilā al-makān is to draw in to a place and be held by it, and maʾwā, on the pattern mafʿal, names the place of this drawing in. The whole exchange ran on place, "in the land", then "the earth of Allah wide", then "migrate within it", and the verdict comes with another place: a place they are drawn into after they did not move to an earth that was wide enough for them.
In another place in the Book, weakness in the land is paired with sheltering: "when you were few, held weak in the land", followed by "so He sheltered you"; the root there and here is the same, and the shelter differs. The verse then closes on "evil it is as an end to come to": sāʾat is a verb of blame whose pronoun goes back to Jahannam, and maṣīran states the respect in which the blame falls; maṣīr is from ṣ-y-r, what a thing comes to after its change, so the verse closes on what they came to.
The verse describes people whom the angels, carriers of the message, take in full while they are wronging their own selves, and then relates an exchange of three sentences, all on kāna: a question about the state they were in; an answer that they were held weak in the land, a weakness that in its very wording was laid on them by others; and a question affirming that the earth of Allah was wide, holding whoever moves within it. The wronging comes to light in the exchange itself: staying on in a spot that grew narrow for them while the earth held room. The verdict then comes with a place into which they are drawn, "their shelter is Jahannam", after they gave up moving to an earth that was wide enough for them, and the verse closes by blaming what they came to.
Commentaire

Two Readings
Common reading
The verse is usually read as concerning people who had declared their Islam but stayed among their own people, who were hostile to the Prophet, and did not migrate although they were able to; when their people went out to fight him they went out with them, some of them were killed, and the verse came down about them. "The angels take them in full" is taken as the taking of their souls, with mention of the angel of death and his helpers; "in what state were you?" is taken as a rebuke, "in what were you as regards your dīn?"; and the verse is held to be a foundation for the duty to migrate for whoever cannot uphold his dīn in his own land.
A reading that ties the verse to particular people who went out with their own, and draws from it a ruling on migration.
A root-reading
Tawaffāhum (root w-f-y): a taking that takes a thing in to its end. Al-malāʾika (root ʾ-l-k): carriers of a message who deliver it. Ẓālimī (root ẓ-l-m): a veil that closes over the self and stays. Wāsiʿatan (root w-s-ʿ): a holding that stretches and widens. Tuhājirū (root h-j-r): emptying one place for another gathering. Maʾwāhum (root ʾ-w-y): an enclosing that surrounds what it holds and lasts. The verse becomes: "Those whom the carriers of the message take in full after they have closed a veil over themselves were asked about their state and said: we were in a place where weakness was laid upon us; it was said to them: was not the earth of Allah stretched out, holding whoever moves within it, so that you might empty your place for another? These are drawn into Jahannam, and evil is the end they came to."
A reading that hears in the verse a taking in full, a narrow place taken for the whole earth, and a shelter that answers the place that was not left.
The two readings do not conflict. The first ties the verse to people who went out with their own and draws from it the ruling on migration; the second hears, in the roots, a taking in full, an earth that widens, and a shelter that answers the place that was not left. This book chooses the additional listening.
Deux Lectures
Lecture courante

Interpretation
First: what the letters say
Taking in full, from w-f-y, is an enclosing that takes a thing in to its completion; the angels, from ʾ-l-k, are carriers of a message who deliver it; wronging, from ẓ-l-m, is a veil that closes over a thing and stays on it; wideness, from w-s-ʿ, is a holding that stretches and widens; migrating, from h-j-r, is emptying one place for another gathering; shelter, from ʾ-w-y, is an enclosing that surrounds and lasts. The letters draw a self that closed a veil over itself in a narrow spot, a land around it that widens for whoever goes out, and then a last enclosing into a place that holds it.
Second: the scene
The angels come at the end of the term and take a people in full, and in that hour a short exchange takes place: a question about the state they were in, an answer that points to weakness and to the land, then a question that turns the gaze to a wide earth that had lain open around them. The exchange stops at this question, no answer follows it, and the verdict comes.
Third: the pattern that may recur in any time and place
A person often describes his state by what others did to him: that he was hemmed in, that he was held weak, that he was left no choice; he may be truthful in describing the spot he is in while unaware of the land around it. The verse puts this description in the balance: weakness suffered in one place is no excuse as long as there is another place on the earth that can be reached, and the next verse keeps the excuse for whoever had no means and knew no way. The pattern that recurs is that the narrowness of a place is mistaken for the narrowness of the whole earth, and that describing what fell on a person takes the place of asking what was within his reach.
Fourth: anthropological speculations and projections
This exchange may parallel what Martin Seligman and Steven Maier described in experiments they published in 1967: dogs that had received shocks they could not stop were then placed in a box where shock could be escaped by jumping a low barrier, and most of them did not learn to escape, while the dogs that had been able to stop their first shocks by pressing a panel, and the dogs that had received no shocks before, learned it. The two researchers called this state "learned helplessness", and held that the animal had learned that what it did made no difference to what befell it.
Nearly fifty years later (2016) the same two researchers revisited this account in the light of what neuroscience had uncovered, and concluded that the first account had turned the matter upside down: passivity in the face of prolonged harm is the original response, which is not learned, and what is learned is the grasp that something within reach can change the situation. Perhaps there was, in the answer "we were held weak in the land", something of this first passivity, and the question "was not the earth of Allah wide" turned the gaze back to what had been within reach. The next verse excepts those who "can command no means and are guided to no way", so it separates a state with no way out from a state in which the way out stood open and was not taken, which is close to the distinction those experiments were built on: shocks that could not be warded off in their first phase, and a barrier that could be crossed in their second. The parallel between the behaviour of animals in a laboratory and the condition of people in their land is a distant one, offered only as a suggestion.
