Commentary
The verse moves from the bad that is voiced aloud in the verse before it to the good, and it opens with a condition of three verbs joined by "or": "if you show a good, or hide it, or efface a bad", which it then answers with a single answer. Showing, ibdāʾ, from b-d-w, is what was screened pushing outward until it lies open to the eye, and tubdū, in form IV, is making a thing appear to others. Hiding, ikhfāʾ, from kh-f-y, is what thins and draws away from the eye until it is screened, and tukhfūhu is of the same form, so the two verbs are opposed in their letters and matched in their pattern: one pushes the good into view, the other draws it away from view.
The good, khayr, from kh-y-r, is what passes gently into a thing and spreads its effect within it; it comes indefinite, "a good", so it is wide enough for any good shown or hidden, whether deed or word, and the verse before it was about speech. The pronoun in "hide it" goes back to the good itself, so the good is one in both cases, and what differs is its showing and its hiding. The Book has a verse in this pattern in Sūrat al-Aḥzāb, "if you show a thing or hide it, Allah has ever been knowing of everything"; the condition there is two verbs and its answer is knowledge, while here it is three verbs and its answer is effacing and capability, so the answer here comes from the root of the third verb.
The third verb is "or efface a bad", and effacing, ʿafw, from ʿ-f-w, is a trace scattered and carried off until its place opens clear; from it comes ʿafat al-rīḥu al-athar, "the wind effaced the trace", and ʿan, "from", makes the effacing a passing over that goes by the bad without stopping at it. Sūʾ, "a bad", is indefinite and falls on any bad, while in the verse before it "the bad" (bi-l-sūʾ) was definite, and the root s-w-ʾ links the two verses: there, a bad that the one wronged was given leave to voice aloud; here, a bad that is effaced. The effacing of a bad comes from the one whom that bad befell, so the verse offers the one whom the bad befell a way other than voicing it aloud: to wipe out its trace.
Then comes the single answer, joined by the fāʾ: "Allah has ever been effacing, capable". In its wording it is a statement about Allah that tells what Allah is, and from it is understood what will be for the doers of the three acts. The wording also allows the answer to be unexpressed, with this statement standing in its place and giving its reason: if you do that, Allah will efface for you, for He has ever been effacing, capable. On either reading the verse names Allah's attribute and leaves what He does with the doers of the three acts to be understood from the attribute, and the three verbs joined by "or" are met by a single answer, all alike.
ʿAfuww, in the pattern faʿūl, is effacing that is abundant and fixed as an attribute, and it comes from the root of the verb that closed the condition: "you efface" (taʿfū) and then "effacing" (ʿafuww), so what the servant does once is named as a lasting attribute of Allah. This pattern ran through the hundred and forty-seventh verse, "you are grateful" and then shākir, and through the sixteenth, "they turn back" and then tawwāb. Here ʿafuww is joined to "capable", qadīr, and capability, from q-d-r, is a bound tied fast by which a matter runs to its full measure, so the effacing named is the effacing of one who is able to call to account: He wipes out the trace while able to let it stand.
Allah is described as ʿafuww in the Book in five verses, and in four of them it is joined to "covering" (ghafūr): twice in this Surah, in the forty-third verse, "Allah has ever been effacing, covering", and in the ninety-ninth, "Allah has ever been effacing, covering", and in Sūrat al-Ḥajj and Sūrat al-Mujādila; it is joined to "capable" only in this verse. This is the verse in which effacing was an act offered to the one whom the bad befell after he had been given leave to speak out, and its companion here is capability: the effacing named of Allah here is the effacing of the capable, and the effacing offered to those addressed is the effacing of one who could have spoken out and called to account.
The verse gathers three ways in a single condition: a good, from kh-y-r, that is shown, from b-d-w, and pushed into view, or hidden, from kh-f-y, and drawn away from view, and a bad that is effaced, from ʿ-f-w, and its trace wiped out, a bad of the kind that the verse before gave the wronged leave to voice aloud. It then answers the three with a single answer that names Allah's attribute and leaves what He does to be understood from it: effacing, from the root of the third verb, and capable, from q-d-r, so the effacing is that of one able to let the trace stand. Effacing is joined to capable in the Book only in this verse, the one in which effacing is offered to one who could have spoken out.
Commentaire

Two Readings
Common reading
The verse is usually read as an urging to pardon after the wronged was given leave, in the verse before, to mention the wrong done to him: if you do good openly or in secret, or pardon whoever has done you harm, then Allah pardons His servants while able to punish them, so pardon while you are able. It is said that pardon when one is able is better than voicing the bad aloud, even though that is permitted, and that the mention of showing and hiding good prepares for the mention of pardon.
A reading that makes the verse an urging to pardon, following Allah's pardon while He is able.
A root-reading
Tubdū (root b-d-w): what was screened pushing out until it lies open to the eye. Tukhfūhu (root kh-f-y): what thins and draws away from the eye until it is screened. Khayran (root kh-y-r): what passes gently into a thing. Taʿfū and ʿafuwwan (root ʿ-f-w): a trace scattered until its place opens clear. Qadīran (root q-d-r): a fixed bound by which a matter runs to its full measure. The verse becomes: "If you push a good into view, or draw it away from view, or wipe out the trace of a bad that befell you, Allah has ever wiped out the trace while bringing what He wills to its full measure."
A reading that hears in the condition three movements of the good and the bad, and in the answer an effacing that comes from capability.
The two readings do not conflict. The first makes the verse an urging to pardon after the leave to speak out, and ranks pardon above it; the second hears, in the roots, a good pushed into view or drawn away from it, a bad whose trace is wiped out, and a divine effacing joined to capability. This book chooses the additional listening.
Deux Lectures
Lecture courante

Interpretation
First: what the letters say
Showing (b-d-w) is a going out that pushes from being screened into plain view; hiding (kh-f-y) is a thinning that draws away from the eye until it is gone; the good (kh-y-r) is what passes gently into what it enters; effacing (ʿ-f-w) is a trace scattered and carried off until its place opens clear; capability (q-d-r) is a fixed bound by which a matter runs to its full measure. The letters draw three movements, something pushed toward the eye, something drawn away from it, and a trace wiped from its place, and then a single answer: an effacing that comes from a fixed bound that reaches its full measure.
Second: the scene
A person has in hand a good that he can show to people or keep far from their eyes, and a person whom a bad has befallen has been given leave, in the verse before, to voice it aloud, so he stands between a voice he raises and a trace he wipes out. The three are joined to one another by "or", and those who do them hear one answer: Allah is effacing, capable. The scene, which began with people's acts, ends in an attribute of Allah.
Third: the pattern that may recur in any time and place
Wherever a bad falls between people, the one it befalls stands between two ways: to make it public, which is a right he has been given leave for, or to wipe it out. The effacing that comes from one able to speak out and to call to account is other than the silence that comes from one who cannot, and the verse joins effacing to capability in its answer. Another pattern recurs with the good: it is shown at times, so that people see it and take from it, and hidden at times, so that it stays between the one who did it and Allah; the verse sets the two states in one condition met by one answer.
Fourth: anthropological speculations and projections
"Or efface a bad" may parallel what Charlotte vanOyen Witvliet, with Thomas Ludwig and Kelly Vander Laan, found in an experiment published in 2001 with seventy-one university students: each participant called to mind a real person who had hurt him or her, then imagined, in successive trials, unforgiving responses, namely rehearsing the hurt and nursing a grudge, and forgiving responses, namely seeing the offender's humanity and granting forgiveness, while the tension of the brow muscle, skin conductance, heart rate and blood pressure were measured. The unforgiving responses stirred more negative emotion and were higher on these bodily measures, and the forgiving responses were lower on them and went with a greater sense of control. The experiment measured what accompanies imagining, in the laboratory, over short spans; it did not measure a forgiveness carried out in life.
Perhaps the verse holds something close to this in one respect: it makes the answer to effacing two names of Allah, the Effacing and the Capable, and the experiment finds, along with imagined forgiveness, a greater sense of control. The joining of "effacing" to "capable" may fall on something of this: that effacing is the state of one who holds his own affair, not of one who has been overpowered.
