Commentary
The verse opens with laysa, "it is not", whose subject is held back in the wording and is supplied in one of two ways. It may be the promise of Allah that came at the end of the verse before, ﴿وَعْدَ اللَّهِ حَقًّا﴾, "the promise of Allah, in truth", the sense then being that what was promised to those who gave trust and did the deeds that set things right is reached by something other than wishes; or it may be the whole matter, the matter of requital that the verse goes on to set out in "whoever does something bad will be requited for it". On either reading the bāʾ of bi-amāniyyikum, "by your wishes", ties the matter to what it is thought to run by, and laysa then cuts that tie.
Amāniyy, wishes, is the plural of umniyya, from m-n-y: an image that a person measures out in himself for what he desires, and then stretches toward it as though it had already come about. The root came in the Surah as a prohibition in the thirty-second verse, ﴿وَلَا تَتَمَنَّوْا مَا فَضَّلَ اللَّهُ بِهِ بَعْضَكُمْ عَلَىٰ بَعْضٍ﴾, "do not wish for that by which Allah has favoured some of you over others"; it came in the hundred and nineteenth verse on the tongue of the shayṭān, ﴿وَلَأُمَنِّيَنَّهُمْ﴾, "I will surely fill them with wishes", and in the hundred and twentieth as a description of what he does, ﴿يَعِدُهُمْ وَيُمَنِّيهِمْ﴾, "he promises them and fills them with wishes", a verse that calls his promise delusion. The wishes this verse denies thus come on the heels of wishes that the shayṭān casts and promises, and elsewhere too the Book pairs the root with delusion: ﴿وَغَرَّتْكُمُ الْأَمَانِيُّ﴾, "wishes deluded you".
Who is addressed in "your wishes" is left open by the wording: the pronoun may return to those addressed across the Surah, or it may turn to those whom the verses before it described in the third person, who call on others apart from Him and whom the shayṭān promises and fills with wishes; the wording carries both. What the wording does fix is that the verse gathers the wishes of those addressed and the wishes of the People of the Book under a single laysa, repeating lā before the second, so that the two parties stand in one and the same place in the negation. This is the first time the name "People of the Book" (ahl al-kitāb) comes in the Surah. Ahl, from ʾ-h-l, are those bound to a place or a thing, who hold it and are named after it, so the name joins them to a Book they are named after, and being named after it did not take their wishes out of the negation.
In place of wishes the verse then sets a sentence that hangs the requital on the deed: "whoever does something bad will be requited for it". Man, "whoever", is a general noun that holds every doer, so the rule that follows the negation of wishes covers both parties and whoever else there is. Doing, ʿamal, is from ʿ-m-l: what comes out from within the one who does it and becomes a standing thing ascribed to him. Sūʾan, "something bad", is indefinite and falls on anything that does harm, small or great; sūʾ is from s-w-ʾ, a trace that seeps in until it reaches a thing and cuts off the soundness that was in it. Wishes are images that stay inside the self, and a deed is what has come out of it and become a fact, so the verse moves the reckoning from the measuring the self makes to what the hand makes.
Yujza, "will be requited", is a verb whose doer is not named, so the wording turns to the requital itself: the one who requites stays folded away, and the time and place of the requital stay unrestricted in the wording. Requital, jazāʾ, is from j-z-y: a measure cut off to stand in the place of another measure and match it; from it comes jazā ʿanhu, said of one who stands in another's place. The bāʾ of bihi, "for it", can be read as exchange or as cause: as exchange it makes the deed itself what the requital is measured against, and as cause it makes the deed its reason; on both readings the bad comes back upon its doer, and requital, in its root, is a measure that matches what it faces. The two roots face each other in the verse: the wish is a measuring the self makes for what it desires, and the requital is a measure cut to the measure of the deed; the first falls away and the second stands.
Wa-lā yajid, "and will not find", is in the jussive and joined to yujza, so it belongs to the completion of the answer: the doer is requited, and meets no one who stands between him and what he is requited with. Finding, from w-j-d, is a meeting that closes upon a thing and holds, and lahu, "for himself", makes what is denied whatever would stand on the doer's side. Min dūni Allāh, "apart from Allah", is what falls short of Allah in rank. The walī, from w-l-y, is the near one who takes charge of another's affair and is joined to him; the helper, naṣīr, from n-ṣ-r, is one who stands firm with another in the face of what confronts him. The two words came together in the forty-fifth verse as a description of Allah, ﴿وَكَفَىٰ بِاللَّهِ وَلِيًّا وَكَفَىٰ بِاللَّهِ نَصِيرًا﴾, "Allah suffices as a walī, and Allah suffices as a helper", so the taking charge and the help that the Surah gave to Allah are what is denied to exist apart from Him.
This joins what came before in the Surah. In the hundred and nineteenth verse: ﴿وَمَن يَتَّخِذِ الشَّيْطَانَ وَلِيًّا مِّن دُونِ اللَّهِ﴾, "whoever takes the shayṭān as a walī apart from Allah"; the walī taken there apart from Allah is what is denied to exist here. In the hundred and tenth verse "whoever does something bad" came in these very words, and after it came the same verb: ﴿ثُمَّ يَسْتَغْفِرِ اللَّهَ يَجِدِ اللَّهَ غَفُورًا رَّحِيمًا﴾, "then asks Allah for forgiveness, will find Allah Forgiving, Merciful". The two verses share the verb "find": there it falls on Allah after the asking for forgiveness, and here it is denied of whatever is apart from Him.
The verse denies that the matter runs by wishes; the subject of laysa is held back and supplied as the promise of Allah named just before it or as the whole matter of requital, and wishes, from m-n-y, are images the self measures out for what it desires, which the Surah has shown among the things the shayṭān casts and promises. It gathers the wishes of those addressed, an address that can be read two ways, with the wishes of the People of the Book in a single negation, and then sets a general rule in their place: whoever does something bad is requited for it, the deed, from ʿ-m-l, being what comes out of its doer and is ascribed to him, and the requital, from j-z-y, a measure that matches the measure of the deed, its verb leaving the doer unnamed and its time unrestricted. It then denies that the doer finds apart from Allah a walī to take charge of his affair or a helper to stand firm with him, the two descriptions the Surah has given to Allah, so the walī taken apart from Him is absent when the deed is met.
Commentaire
La racine est venue dans la sourate comme une défense au trente-deuxième verset, ﴿وَلَا تَتَمَنَّوْا مَا فَضَّلَ اللَّهُ بِهِ بَعْضَكُمْ عَلَىٰ بَعْضٍ﴾, « ne souhaitez pas ce par quoi Allāh a favorisé certains d'entre vous sur d'autres » ; elle est venue au cent dix-neuvième verset dans la bouche du shayṭān, ﴿وَلَأُمَنِّيَنَّهُمْ﴾, « je les remplirai de souhaits », et au cent vingtième pour décrire ce qu'il fait, ﴿يَعِدُهُمْ وَيُمَنِّيهِمْ﴾, « il leur promet et les remplit de souhaits », un verset qui appelle sa promesse une illusion.

Two Readings
Common reading
The verse is usually read in connection with a boasting match between some of those who had given trust and some of the People of the Book. The People of the Book said, "Our prophet came before your prophet and our Book before your Book, so we are nearer to Allah", and the others said, "We are nearer: our prophet is the seal of the prophets, and our Book rules over the Books before it", whereupon the verse came down. It is also related that "your wishes" addresses the associators among the Arabs, who said, "We will not be raised and we will not be punished". It is further related that one of the Prophet's companions was troubled by "whoever does something bad will be requited for it", and was told that what befalls a person in this world of illness, weariness and grief is among what he is requited with.
A reading that sets the verse in a contest between two parties, and makes part of the requital what befalls a person in this world.
A root-reading
Amāniyy (root m-n-y): images that gather in the self and stretch toward what it desires, a measuring of what has not happened. Yaʿmal (root ʿ-m-l): what comes out from within its doer and becomes a standing thing ascribed to him. Sūʾan (root s-w-ʾ): a trace that seeps in and cuts off the soundness in a thing. Yujza (root j-z-y): a measure cut to the measure of what it faces. Walī (root w-l-y): a near one who takes charge of an affair with nothing between. Naṣīr (root n-ṣ-r): one who stands firm with another in the face of what confronts him. The verse becomes: "The matter does not run by what your selves measure out for yourselves, nor by what the selves of the People of the Book measure out: whoever brings out of himself a deed that does harm is met with it in its measure, and meets apart from Allah no near one to take charge of his affair and no one to stand firm with him."
A reading that hears in the verse a move from a measuring the self makes to a measure the deed makes.
The two readings do not conflict. The first sets the verse in a contest between two parties and relates what was handed down about the requital; the second hears, in the roots, wishes that stay in the self and a deed that comes out of it and is met in its measure. This book chooses the additional listening.
Deux Lectures
Lecture courante

Interpretation
First: what the letters say
The wish (m-n-y) is what gathers within and is then sent out to stretch toward what its holder desires; the deed (ʿ-m-l) is what comes out from within its doer and becomes a standing thing ascribed to him; the bad (s-w-ʾ) is a trace that seeps in and cuts off soundness; requital (j-z-y) is a measure cut to the measure of what it faces; the walī (w-l-y) is a near one joined to what is next to him; the helper (n-ṣ-r) is one who stands firm with another. The letters set apart what stays inside the self from what comes out of it: the wish is a stretching from the self toward what has not happened, the deed is a coming out of it into what has happened, and it is by what has happened that the requital is measured.
Second: the scene
Before the verse there is a voice that promises and fills with wishes, and then a promise from Allah described as truth. Two parties then stand, each with its wishes, those addressed and the People of the Book, and all the wishes are turned back by a single word. What remains in the scene is a doer and his deed: the doer is met with his deed, and nothing apart from Allah stands between him and his requital, no near one to take charge of his affair and no one to stand firm with him.
Third: the pattern that may recur in any time and place
Every group that senses a standing of its own tends to see consequences fall on others and step over itself, so that being named after a name, a book or a group becomes a wish that stands in for the deed. The verse names two parties in one breath, then moves from the names of the two parties to the general "whoever", returning the ruling to what each one does. The pattern recurs wherever a party sees the wishes of others as illusions and its own wishes as truth, and placing the wishes in a single scale shows each party that what it hopes for itself is of the same kind as what the other hopes for itself.
Fourth: anthropological speculations and projections
This may parallel what the psychologist Neil Weinstein found in a paper published in 1980. In his first study he asked 258 college students each to estimate their own chances of experiencing each of 42 future events, compared with the chances of their classmates. Taken together, their estimates placed them above the average for desirable events and below it for undesirable ones, which cannot hold for a whole group measured against itself, and he named this tendency "unrealistic optimism". Perhaps the word "wishes" falls on something of this: a measuring the self makes of what awaits it, raising it above others in what it hopes for and keeping it far from what it fears.
In a second study in the same paper, students wrote down what they thought affected their chances for eight events, and another group then read what they had written; this group's unrealistic optimism for those events decreased significantly, although it was not eliminated. The verse's gathering of the two parties' wishes into a single negation may fall at this very point: that each party should see what the other hopes for itself, and then all be returned to a rule wide enough for every self: "whoever does something bad will be requited for it".
