❮ Complete the ḥajj and the ʿumra for God. If you are blocked, then whatever sacrificial offering is manageable, and do not shave your heads until the offering reaches its place. If any of you is ill or has an injury on the head, a redemption: fasting, charity, or slaughter. If safe, the one who combined an ʿumra with the ḥajj owes what is manageable as an offering. Whoever does not find one, fasts three days during the pilgrimage and seven when he returns, ten complete. This applies to those whose household is not resident at the Sacred Mosque. "Complete the ḥajj and the ʿumra for God": t-m-m, ḥ-j-j, ʿ-m-r
Atimmū is from t-m-m, its nucleus the filling out of a thing until it reaches its last limit; from it tamām al-qamar, the moon arrived at its whole shape. The ḥajj, as came clear at verse 189, is from ḥ-j-j, its nucleus an intent repeated until the proof stands firm in the one who intends. The ʿumra is from ʿ-m-r, its nucleus the settling of a thing and the keeping up of its presence; from it ʿammara al-bayt, he made a house lived in, and ʿumr, the span in which a person is settled inside his body. So the ʿumra is a visit that keeps the House inhabited by the presence of the visitor, short in time yet enough to bring the place alive by movement. The difference, then: the ḥajj is a role of intent that returns in its season, and the ʿumra is a role of inhabiting that can return at any time. Both are "for God", ascribed to Him, so neither may be turned towards anyone else, nor towards a social appearance, nor towards the pride of a tribe.
"If you are blocked": ḥ-ṣ-r and the obstacle that shuts a role in
Uḥṣirtum is from ḥ-ṣ-r, its nucleus the ringing of a thing by what keeps it from getting out; from it ḥaṣīr, the mat, because it pens the one seated inside its patch, and ḥaṣara al-khaṣm, he ringed his opponent with arguments until no way out was left. The blocked one here is whoever has been ringed by something that keeps him from finishing his role: an illness, an enemy, an obstacle raised by power. The verse does not say "if you fall ill", nor "if someone attacks you"; it gathers the cases together under the root of ringing. That opens the door to weighing everything that shuts a pilgrim out of the completion of his role.
"Whatever sacrificial offering is manageable": y-s-r and h-d-y
Istaysara is from y-s-r, its nucleus ease and the lightness of effort. The tenth form istaysara carries a seeking of ease: whatever of it is found ready to hand. Hady is from h-d-y, its nucleus a sending towards a place gently and on purpose; from it hadiyya, the gift, because it is sent gently to the one it is meant for, and hidāya, because it is the sending of a heart towards its right place. The offering here is a slaughter animal sent to its place, the House, on behalf of the one who is blocked. And the rule "whatever is manageable" cuts off the door of strain: the impossible is not asked for, only what is within reach.
"Do not shave your heads until the offering reaches its place": ḥ-l-q, b-l-gh, ḥ-l-l
Taḥliqū is from ḥ-l-q, its nucleus a turning round; from it ḥalqa, the ring, and ḥalq of the head, because the hair is taken off it by a movement that circles the head. The shaving in the pilgrimage is the mark that the role of iḥrām has ended. Yablugha is from b-l-gh, its nucleus arrival at a goal after a distance. And maḥill is from ḥ-l-l, its nucleus coming down and settling; from it ḥalla al-qawm, the people alighted, and ḥalāl, for what has settled inside the circle of the permitted. So the verse orders that the end of the role, the shaving, not be rushed until the offering reaches its place, the spot where it settles and is slaughtered. The spirit of it is that the ceremonial ending is tied to the material completion of the role: do not close a role before its substitute has come to rest.
"If any of you is ill or has an injury on the head": the redemption as a supple substitute
The verse now moves to the case of a particular bodily incapacity. The ill one is from m-r-ḍ, and the injury from ʾ-dh-y, its nucleus what hurts without killing. So the one whose head is shaved for a reason is not treated as one who fell short; he is given substitutes, "fasting, charity, or slaughter". Fasting is the holding of the self back from food; charity is the bringing out of wealth that confirms the truthfulness of the giver, from ṣ-d-q; and nusuk is from n-s-k, its nucleus a setting apart for God, from which nāsik, the one who has set his time apart for worship, and mansik, the place set apart for slaughter. The three substitutes work along three axes: the body in the fasting, the wealth in the charity, and time set apart in the slaughter. Whichever of them is carried out, the role of the redemption is carried out, because the role is preserved and the function is preserved even when its shape changes.
"If safe, the one who combined an ʿumra with the ḥajj": ʾ-m-n and m-t-ʿ
Amintum is from ʾ-m-n, its nucleus the going away of fear and the settling of the heart; from it īmān, the going away of fear before the truth, and amāna, what is deposited with someone who can be trusted with it. So the blocking has been lifted from the situation and safety has come back. Tamattaʿa is from m-t-ʿ, its nucleus a temporary benefit taken from a thing before it is handed back; from it matāʿ al-bayt, the household goods, which are used and then remain for someone else, and mutʿat al-ṭalāq, a temporary provision by which a husband covers the need of the woman he has divorced. So the one who combines in the pilgrimage is the one who took the benefit of an ʿumra and then entered iḥrām for the ḥajj from where he was, drawing a temporary benefit from the stretch between the two rites. On him is a manageable offering, and if he does not find one, a fast of three days during the pilgrimage and seven when he returns, "ten complete". The completeness of the number here is not only arithmetic but cyclical: the missed role is filled out by ten whole days of fasting standing in the place of what was lost.
"This applies to those whose household is not resident at the Sacred Mosque": ʾ-h-l and ḥ-ḍ-r
The verse narrows this ruling to the one whose home is far. Ahluhu is from ʾ-h-l, its nucleus a staying together in dwelling and in belonging. Ḥāḍirī is from ḥ-ḍ-r, its nucleus being present in one particular place, and it stands against the absent. So those "resident at the Sacred Mosque" are the people whose dwelling is there and those near enough to it to need no journey. The combining and its substitutes are laid down for the one who has come from a distance and could not carry the two roles side by side. Distance is an excuse inside the role, and nearness does not call for the same substitutes.
"Guard yourselves, and know that God is severe in accounting": the closing limit
Taqwā here carries the sense already known: the setting of a barrier before the harm arrives. ʿIqāb is from ʿ-q-b, its nucleus what comes at the end of a thing as its answer; from it ʿāqiba, the outcome, and ʿuqūba, the penalty. The severity is from sh-d-d. So the close of the verse sets the whole role inside a frame of seriousness: these are the substitutes of mercy, and whoever squanders them, or plays with them, or invents others in their place, will find the consequence waiting at the end of the road. Breadth in the ruling does not cancel the reckoning of conduct.
The word precedes the term, and the role precedes the identity. The ḥajj is a cyclical intent that returns in its season, and the ʿumra is an inhabiting visit that can return at any time; both are roles and not titles by which a person is filed into a class. The logic running through the whole verse is a logic of cyclical compensation, not of ritual observance for its own sake. The road ringed you in? Send whatever is manageable. Your head was injured? Turn the substitute towards a body, or wealth, or time set apart. You took the benefit between two rites? Make it up with ten complete days. Worship here is a role guarded against collapse by a chain of substitutes, and it is not loaded onto a rigid identity that falls when its outward form falls. The close, with the guarding and the accounting, is a reminder that the breadth of the substitutes is not neglect: the role is to be carried out well, and playing with it has a consequence.
Result
The verse opens on "complete", by the root t-m-m, the closing of a circle over everything inside it: the ḥajj and the ʿumra are chains that can be broken, and so the first command is a completing and not a bare performing. The ḥajj, by the root ḥ-j-j, is an intent repeated until the proof stands firm, and the ʿumra, by the root ʿ-m-r, is an inhabiting visit that brings the place alive by the presence of the visitor. Then the Qurʾan builds its ladder of substitutes on one single principle: the role is guarded against collapse, it is not left hanging. If the obstacle rings you in, by the root ḥ-ṣ-r, then the offering is whatever is manageable; and if an injury strikes the head, the redemption runs along three axes, a body in the fasting, wealth in the charity, and time set apart in the slaughter. The one who combines, by the root m-t-ʿ, the temporary benefit taken between an ʿumra and a ḥajj, makes it up with ten complete days, and "complete", by the root k-m-l, is the closing of a circle and not an addition after the whole is done, so that the count cannot be read selectively. And the close, "severe in accounting", settles that the breadth of the substitutes does not mean the role may be neglected: every shortcut that does not pass through this ladder carries a consequence.
